Description
Request for Information (RFI) Title: Modeling and Simulation Capabilities for Low Overhead Simulation/Stimulation Capability (LOSSC) Program Description: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) vision is the Center of Acquisition Excellence providing simulation, training, and testing solutions for the Nation. The mission is to provide responsive interoperable simulation, training, and testing solutions and acquisition services for the Warfighters and the Nation. The PEO STRI Project Manager for Constructive Simulation (PM ConSim) is currently seeking commercially available, open-source products or prototypes that can fill the gap between large scale Joint Land Component Constructive Training Capability supported exercises and non-simulation supported unit training cycles to train Army commanders and staffs in the Military Decision Making Process in support of Full Spectrum Operations. Challenge: The Army is increasingly demanding training aids and tools that are easy and inexpensive to prepare, use, and recover to support training of basic and intermediate Battle Command tasks at the battalion through division echelons when the training audience is relatively small or focused on a limited range of tasks. In response to this need, the Army is looking for a low overhead simulation/stimulation capability that: "Models Full Spectrum Operations "Provides a reasonable representation of military forces, civilian groups, and infrastructure "Stimulates and Simulates Army Battle Command Systems "Provides or supports an after action review (AAR) capability "Supports Master Scenario Event List (MSEL) and manual injects "Can be run in real time and faster than real time (up to 500:1) "Should be able to run on one or two common PC type computers. "Minimal setup (less than 8 hours) and technical support (one person) "Does not require highly skilled support staff "Interfaces with the Live Virtual Constructive Integrating Architecture "Supports Battalion through Division staffs "Is certified as networthy (CON and ATO) "Built in documentation and tutorials It is unlikely that one system can meet all these requirements; instead a toolkit approach is likely needed. PEO STRI is searching for simulations, tools and components that could contribute to the toolkit with or without modification or integration with other subsystems. Responses: The purpose of this RFI is to identify software solutions that can either meet the challenges above or a subset thereof. Candidate solutions will be evaluated for technical compliance with the challenges followed by a user operational evaluation.
