Description
The Environmental Protection Agency has a requirement for Source Characterization. The work to be performed under this contract involves support to the Office of Air Quality Planning and Standards (OAQPS). Specific work assignments will be issued on a quick-response, as needed basis. Information and products derived from the work assignments will be used by the EPA to: (1) develop emissions limits and standards for new source performance standards (NSPS), national emission standards for hazardous air pollutants (NESHAP) for source categories, national ambient air quality standards (NAAQS), state implementation plans (SIP), and other Federal regulatory programs; (2) develop standardized prescriptive procedures to support the automated electronic generation of emissions factors; (3) create electronic tools to develop emissions factors from electronically submitted source test data, and the collection and processing of stationary source test data for use in EPA emissions factors, and compliance and inventory data systems; (4) develop emissions factors with predictive accuracy and precision improved over the standardized emissions factor development procedures; (5) assess the credibility and improved reliability of proposed emissions factors developed using alternative procedures by external stakeholders; (6) develop procedures to assess the reliability of source test reports for developing emissions factors and for non inventory applications; (7) develop procedures to assess the reliability of emissions factors for use in regional inventory and other applications; (8) develop and promote procedures for the use of emissions factors for purposes other than regional emissions inventories; (9) characterize emissions from a wide spectrum of controlled and uncontrolled sources (also known as source characterization); (10) develop and revise regulations or alternative approaches for control of air pollutants; (11) develop, evaluate and promote compliance assurance monitoring methods; (12) evaluate alternative test methods and monitoring procedures; (13) develop and promote the proper and consistent application of stationary source and ambient air emissions test and monitoring methods in the development and enforcement of emissions control programs nationally; (14) develop, evaluate, and demonstrate new emissions measurement technology; (15) training and building capacity for using and developing emissions monitoring and other emissions quantification techniques; (16 ) build capacity and develop training materials, provide assistance, and provide guidance for air quality monitoring, and emissions monitoring and measurement; and (17) support international air monitoring, emissions monitoring, and emissions factor capacity building and training programs. The EPA anticipates the award of one cost-plus fixed fee, level of effort type contract with a base period of performance of twelve (12) months and four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty (60) months. The procurement will be processed as a full and open competition. The EPA's requirement if for a total of 7,200 base quantity labor hours and 15,000 optional quantity labor hours for the base year and each option period. The total potential level of effort for the contract is 111,000 labor hours. This requirement is a follow on to contract number EP-D-05-096 with MACTEC, Inc. which will expire on September 30, 2010. It is estimated that the RFP will be issued approximately on or about June 3, 2010 and proposals will be due approximately thirty (30) calendar days after the RFP issuance date.
