- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, IBCT Product Line intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the DRYDOCK REPAIRS to the USCGC GREENBRIER (WLR-75501) 75 FOOT F CLASS RIVER BUOY TENDER and GREENBRIER BARGE (CGB-13075) 130 FOOT BARGE. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about June 15, 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SMALL BUSINESS SET-ASIDE. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). USCGC GREENBRIER (WLR-75501) 75 FOOT F CLASS RIVER BUOY TENDER and GREENBRIER BARGE (CGB-13075) 130 FOOT BARGE homeport is in Natchez, MS 39122. The performance period will be 57 calendar days with a start date on or about September 27, 2010. The place of performance will be at the contractor's facility. Please note: The vessel is geographically restricted to the Western Rivers of the United States. "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specially excludes unprotected or open waters such as Mobile Bay, Lake Borgne and the Gulf of Mexico. (Specific) 01 November to 15 March south of Melvin Price Lock and Dam. The scope of the acquisition is for various ship repairs that may include the following: Hull Plating (U/W Body), Ultrasonic Testing - Tender; Hull Plating (U/W Body), Ultrasonic Testing - Barge; Propulsion Shafting; Remove, Inspect, and Reinstall; Propulsion Shafting, Straighten; Propeller Shaft Sleeve(s), Renew; Propulsion Shaft Bearings (External), Renew; Propellers, Remove, Inspect, and Reinstall; Propeller, Perform Minor Repairs and Reconditioning; Keel Coolers, Clean, Inspect and Hydro - Tender; Keel Coolers, Clean, Inspect and Hydro - Barge; Vent Ducts (Engine and Motor Room All), Commercial Cleaning; Vent Ducts (Galley and Pantry Room All), Commercial Cleaning; Vent Ducts (Laundry Exhaust), Commercial Cleaning; Fuel Valves, Overhaul or Renew; Rudder Assembly, Remove, Inspect and Reinstall; Rudder Stock Housing (Lower), Renew; Rudder Stock, Rebuild; Spud Wells, Preserve - Tender; Spud Wells, Preserve - Barge; Deck Fittings, Inspect - Tender; Decks - Exterior( Barge Buoy ), Preserve; U/W Body, Preserve ( "100%" ) - Tender; U/W Body, Preserve ( "100%" ) - Barge; Hull Plating Freeboard, Preserve (" 100% ") - Tender; Hull Plating Freeboard, Preserve (" 100% ") - Barge; Drydocking - Tender; Drydocking - Barge; Temporary Services, Provide; Hull and Structural Plating - Barge Side Shell, Modify; Firemain Valve; Bilge and Ballast Valves, Overhaul or Renew; Boat Davit Winch, Shrink Wrap; Buoy and Cargo Handling Crane, Shrink Wrap; Renew False Bulkhead U-Channel; Potable Water Valves, Renew; GFP Report and Laydays. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
