Description
The Naval Air Systems Command intends to negotiate with Bell Helicopter Textron, Inc (BHTI), 600 Hurst Blvd, Hurst TX 76053 on a sole source basis for a follow-on production buy of UH-1Y and AH-1Z helicopters. The intended contract will be initially issued as an Advance Acquisition Contract (AAC) in FY11 for long lead items in support of the subsequent production buy, which will be fully funded using FY12 funding. This production contract includes but is not limited to Build New UH-1Ys, Build New AH-1Zs, and remanufactured AH-1Zs, to be contracted for on a firm fixed price basis. The effort consists of procuring and fabricating components, integrating and installing Contractor furnished and Government furnished equipment, to include reused and remanufactured parts from USMC inducted H-1 Program aircraft, assembly, testing and delivery of UH-1Y and AH-1Z aircraft. Requirements also include but are not limited to Systems Engineering/Program Management (SE/PM), Support Equipment and Tooling, publications, Logistics support, quality assurance, reliability and maintainability programs, technical, administrative, and financial data requirements, spares, provisional supplies and services for training, logistics, engineering and administrative support. Aircraft requirements consist of an estimated 18 Build New UH-1Ys, 7 remanufactured AH-1Zs, and 5 Build New AH-1Zs. Actual aircraft quantities procured will be in accordance with quantities approved by Congress. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that BHTI is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. BHTI is the designer, developer and sole producer of the aircraft and the only known source that possesses the data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the AH-1Z and UH-1Y to fulfill this need in a timely manner.
