- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. NOAA intends to award a sole source procurement for conducting habitat change analysis of the Columbia River Estuary and describing salmon use and performance in wetlands of the Columbia River. The information provided in response to this notice will assist the Government in determining the extent of the market for the type of work described herein. The intent of the announcement is to identify sources that are qualified concerns capable of empirically assessing and describing salmonid use and performance in selected emergent and forested wetlands in relation to local habitat features. Required activities include sampling fish at emergent and forested wetland sites in Cathlamet Bay, Wallace Island, Scappoose Bay and the Columbia/Lewis River confluence; monitor availability of invertebrate prey resources and food habits of juvenile salmonids and other selected fish predators; classify vegetation assemblage structure at each wetland site. The requirement is to assemble the information to characterize current estuarine habitat and juvenile salmon use and compare to historic use patterns in the lower Columbia River and estuary followed by a habitat change analysis. It is anticipated that a firm-fixed price contract for the U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD) will be awarded. The North American Industry Classification Code (NAICS) is 541712 with a size standard of 500 employees. All contractors doing business with the Government are now required to be registered with the Central Contractor Registration (CCR). NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. Interested firms should submit in writing, its name, address, point of contact, telephone number, business type and size and a brief narrative regarding its capability to provide the required services. The following is the information that must be addressed in the response to assist the Government in determining the availability of qualified concerns for the requirement: (1) Demonstrate relevant experience, expertise, and qualifications of key personnel. (2) Provide a list of at least 2 but no more than 5 projects, which are similar in size and complexity. It is the Government's intent to analyze responses from firms which can operate in the areas of consideration as specified above. The Government is seeking firms that are considered qualified in these locations (Columbia River, Cathlamet Bay, Wallace Island and Scappoose Bay/Lewis River) and without restriction to size standards.
