- The U.S. Department of Energy-Oak Ridge Office, Oak Ridge, Tennessee intends to award a Purchase Order to CCH Incorporated for TeamMate Audit Management Software. Simplified Acquisitions Procedures under FAR Part 13 will be used. This software is required by DOE-ORO Financial Evaluation and Accountability Division (FEAD) to support audit and oversight activities associated with the American Recovery and Reinvestment Act of 2009, including conducting financial reviews of M&O and non-M&O contractor activities. ORO FEAD has identified CCH TeamMate as the only software that can perform this oversight function. ORO FEAD is responsible for ensuring 7 M&O contractor internal audit organizations are in compliance with financial management requirements. The contractor audit organizations use CCH TeamMate, and in order for FEAD to review and audit workpapers, it is imperative that all organizations use the same software for compatibility. The Office of the Inspector General also uses CCH TeamMate for audit management software. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed Purchase Order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing the capability information will be provided by DOE. Firms who want to challenge the sole-source must submit a notice of interest that demonstrates their firm's ability to provide an equivalent service and rationale as to why they should be considered, as described above. All interested firms must respond in FedConnect by 2:00 PM (EST), May 24, 2010.
