- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Environment Protection Agency (EPA) is performing market research to determine potential sources that are small businesses. The EPA has a need for a contractor to provide technical and analytical support to the U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), Compliance and Innovative Strategies Division (CISD) and other divisions within OTAQ. CISD has the primary responsibility for implementing certification and compliance monitoring for programs for mobile source standards and rules promulgated under Title II of the Clean Air Act Amendments of November 15, 1990 (CAAA). OTAQ and CISD also pursue voluntary programs to encourage retrofits of existing vehicles and equipment. CISD routinely supports other divisions engaged in activities including regulation development and engine/vehicle emission test programs requiring analysis and support. CISD is responsible for quantifying and reporting fuel economy results from certain motor vehicles sold in the U.S. Specific areas to be addressed in capability packages submitted by respondents are as follows: (1) Capabilities to provide economic, environmental, statistical, financial, and evaluative analysis support, (2) Capabilities to provide technical and engineering analysis support, (3) Capabilities to provide communication, outreach, guidance, and regulatory program support, (4) Capabilities to provide web, computer system, and database support and development, and (5) Capabilities to provide support for implementation and compliance monitoring of air pollution regulations and programmatic requirements. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and services in support of the efforts delineated by the Performance Work Statement (PWS). A draft PWS can be obtained for the OAM website, http://www.epa.gov/oam/cinn_cmd/. Any interested firms should submit capability statement with information that clearly demonstrates their capabilities to provide the services described above, including personnel, experience, and qualifications. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that the contract will be a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) with five one-year periods, each with LOE of approximately 30,000 hours. The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $7 million. In the capabilities statements, contractors should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hub zone, 8(a), women-owned, small-disadvantaged and/or disabled veteran owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. These capability statements are merely and aid to the EPAs market research efforts. Respondents are advised that EPA is under no obligation to provide respondents with any feedback on the information received. Responses to the above should be submitted to Nicole Modafari, U.S. EPA, Cincinnati Procurement Operations Division, 26 W. Martin Luther King Drive, Cincinnati, OH 45268 no later than June 3, 2010. A separate synopsis will be issued for the Request for Proposal (RFP), resulting from this sources sought synopsis.
