Description
NASA/MSFC has a requirement for continued support of the Huntsville OperationsSupport Center (HOSC).The HOSC provides multi-program facilities, systems and services,both local and remote, which support various mission phases of spacecraft payload andshuttle propulsion systems operations.The HOSC capability supports all phases ofmissions including planning, testing, simulations, pre-launch, launch, and all aspects ofpayload flight operations. The HOSC mission is to provide operations and maintenance(O&M) and system development services to meet International Space Station Program (ISS),Space Shuttle (SSP), and other program/project requirements.NASA/MSFC intends to continue the services from COLSA Corporation over a one yearextension period. This recommendation is made pursuant to FAR Part 6.302-1, whichimplements the authority for 10 U.S.C 2304(c)(1) for acquisition of supplies or servicesfrom only one source and no other supplies or services will satisfy agency requirements.Competition is impractical for the following reasons:1. The one year extension of the COLSA contract will promote retention of critical SpaceShuttle Program (SSP) workforce through the end of the program, will allow for acontinued cross utilization of resources across programs, and will provide seamlessoperations support for the International Space Station (ISS) program. COLSAs uniqueknowledge of HOSC operational environment, acquired since contract award, provides themwith specialized and intimate knowledge of operations, capabilities, requirements, andprocesses vital to the NASA Mission Ground Operations Systems Development andMaintenance, and the ISS & SSP multi-program functions. Failure to maintain a stable andcontinuous HOSC support workforce could have serious impacts to the safety of the SSP andISS Programs.2. COLSA currently supports, and has a unique knowledge of, the critical ISS ObsolescenceDriven Avionics Replacement (ODAR) project. ODAR is performed onboard the ISS to replaceall of the avionics systems. This replacement impacts the ISS ground systems that:provide the data transport, process the ISS payload and core systems data, collect thepayload developers science requirements, model the onboard data system resources, andscheduling constraints, and execute, model, and control the end-to-end data flow fromthe ISS. The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30 p.m. local timeon 6/2/2010. 4:00 p.m. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
