- REQUEST FOR INFORMATION: THIS IS NOT A SOLICITATION; no award will be made as a result of this request. This request for information is for informational purposes only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this RFI. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. Background: The U.S. Army has three focus areas in its Business Transformation Strategic Framework: Continuous Process Improvement (CPI), Organizational Analysis and Design (OA&D), and Situational Awareness. Program Executive Office (PEO) Soldier is taking a comprehensive approach to leveraging these focus areas and establishing a framework for sustainable transformation in support of the Soldier as a System (SaaS) approach. This is being done through the development of capabilities that embody those focus areas to improve and optimize organizational performance. The PEO Soldier Enterprise includes locations at Fort Belvoir, VA, Picatinny, NJ, and Huntsville, AL and this software will be utilized at all locations. The PEO Soldier Enterprise stakeholders include the Headquarters Staff Elements, Product and Project Management Offices. Microsoft SharePoint is currently operational at the Fort Belvoir Headquarters location with limited capabilities we possess the appropriate licenses for deployment to the entire community. There are 600 personnel supporting the PEOs mission. It is estimated that 70% of these individuals will use SharePoint system when deployed. All of these personnel will require familiarization training to utilize the software. The intent underlying the deployment is to: 1. Improve the overall operations of PEO Soldier to better support the Soldier as a System (SaaS); providing capabilities that will improve synchronization and process execution to eliminate waste and to focus on what is important; 2. Develop a competitive advantage by improving processes to better support the Soldier; 3. Automate processes to improve organizational agility and responsiveness to meeting the requirements of the Soldier; 4. Institutionalize the knowledge base of PEO Soldier to ensure continuity of operations and provide a basis for continuous process improvement. PEO Soldier was created by the Army with one primary purpose: to develop the best equipment and field it as quickly as possible so that our Soldiers remain second to none in missions that span the full spectrum of military operations. By viewing the Soldier as part of an integrated system, PEO Soldier ensures that the Soldier and everything he or she wears or carries operates as an integrated system. The result is an overall systematic design that benefits Soldiers by enhancing their ability to accomplish individual and collective tasks, improving quality of life, building confidence, and saving lives. As the complexity of technology and missions change, PEO Soldier must develop a system and integrate enablers that allow it to rapidly meet changing requirements and provide the very best in modernization to the Soldier and capability to commanders. The purpose of this RFI is to obtain comments, questions, and information regarding the implementation of a Microsoft SharePoint Deployment Services as stated in the attached Statement of Objectives (SOO) entitled, Microsoft SharePoint Deployment Services Program Executive Office (PEO) Soldier Chief Information Office (G-6). In order to accomplish this effort the PEO is requesting information pertaining to successfully performing the SOO on a Firm-Fixed Price basis. In particular, the Government would like information as to how much effort would be necessary to accomplish this SOO. Information obtained from this request for information will be provided to the PEO who will evaluate the information. The Government intends for SOO Task 3.1 as a base and SOO Task 3.2 as an option with possible posting on GSA e-buy. In addition, an excel spreadsheet with a breakout of each task has been provided for data collection. Please fill in information relating to the number of meetings required for each task/subtask and the total number of hours to complete each task/subtask. If the SOO does not provide adequate information, please provide comments in a separate document, as to what additional information is required. In addition, please provide any suggestions, questions or comments that you believe will assist or need to be addressed that may be missing from the SOO. This is NOT a Request for Proposal. Companies who desire to participate in this market survey are encouraged to submit all questions, comments, and information to satisfy the Statement of Objectives. All information should be prepared in MS Word, limited to ten (10) pages, and submitted electronically to the contracting specialist at robin.delossantos@us.army.mil. The company shall be responsible for any costs associated with preparing responses to this market research. All requests for further information must be made in writing or via email; telephone requests for additional information will not be honored. The government will review RFI submissions as they are received. The government reserves the right to close this RFI once they have received adequate response(s) to this RFI. Responses to this request are due by 28 May 2010 no later than 10:00am EST via email only to Robin Delossantos (robin.delossantos@us.army.mil).
