- Description
- The Naval Air Systems Command, Direct Attach Weapons – PMA-201, intends to award a sole source firm-fixed price contract to Lockheed Martin Missiles and Fire Control, Archbald, PA, for the acquisition of Small Contained-Area Laser Preceision Energetic Load (SCALPEL) and engineering support services for the United States Navy. The objective of this effort is to contract with the Lockheed Martin Corporation to produce and deliver a limited quantity of weaponized BDU-59B/B Enhanced Laser Guided Training Rounds (ELGTRs). These production qualification demonstration units will house a live warhead and fuze that meets the requirements of the ELGTR Performance Specification. The primary rationale behind this effort is to provide a low cost, lightweight, low-collateral damage weapon which can utilize the infrastructure and platform integration elements that already exists for the ELGTR system. Additional risk associated with potential configuration changes or invalidation of previously obtained ELGTR safety certifications and flight clearances for Navy and Marine Corps aircraft would be minimized. Lockheed Martin is the Original Equipment Manufacturer (OEM) for the ELGTR and the SCALPEL, and all associated technical data is proprietary to Lockheed Martin. As the sole designer, developer, manufacturer and supplier of ELGTR, only Lockheed Martin possesses the peculiar engineering capability, resources, expertise, intricate knowledge and proprietary technical data necessary to satisfy the Government's need and schedule requirements for the ELGTR weaponization process.This acquisition is being pursued on a sole source basis under the statutory 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless otherwise stated herein, no additional written information is available. Request for written information will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.
