Draft Section M Draft Section L Proposed CLIN Structure Draft Master CDRL Index Draft Technical Requirements Document Draft Statement of Work Contractor Ground Rules RFI May 2010 ***Please reference the attached documents*** The Atmospheric Early Warning System (AEWS) program office is sponsoring an unclassified pre-solicitation Industry Day for the AN/FPS-117 Essential Parts Replacement Program (EPRP) on 03 June 2010 at Hill AFB. In order to attend Industry Day; each contractor must respond to the questionnaire (under the Instructions for Respondents section below) in writing and provide their response, along with the following for each attendee (limit of 3 attendees per company): 1. Name, address and CAGE code of firm 2. Full name of individual, citizenship status, SSN (for base access only) and contact information Instructions for Respondents 1. Respondents must have an established, mature product that meets (or can be modified to meet) or exceeds the requirements listed above. THE AN/FPS-117 ESSENTIAL PARTS REPLACEMENT PROGRAM IS A MAJOR DESIGN EFFORT REQUIRING SIGNIFICANT INTEGRATION OF BOTH HARDWARE AND SOFTWARE AND SHOULD NOT BE CONSTRUED TO BE A SPARES PROGRAM. 2. Respondents should submit questions and comments regarding the attached update to the draft technical documents for this effort in writing to the Primary Point of Contact (POC) for this effort. 3. Answers to the following questions must be provided in writing to the Primary POC in order to attend Industry Day: a) What is your experience/past performance in either designing software-intensive, long-range, mono-pulse, phased-array, steered single-beam radar systems, or modernizing the radar data processors (both software and hardware) of existing long-range, mono-pulse, phased array, steered single-beam radar systems? b) Describe your experience in ensuring radar platforms are fully certified by agencies such as the FAA, AFMA, DIACAP, and AIMS. c) The requirement for the Mode 5 Beacon replacement is for the unit to be DoD AIMS Certified and include all modes of operation (1/2/3A/C), Mode 4, and MK XIIA Mode 5. Describe how you plan to meet this requirement in your proposed design. d) Describe your experience in interfacing radar data channels with communications equipment, as well as interfacing multiple generations of radar electronics equipment on a single platform. e) Describe your experience installing and testing equipment in extreme conditions at remote locations. f) What is your current manufacturing capacity? How would you ramp-up your production capability to ensure on-time delivery of each site kit? If you don't have adequate production capacity/capability, what is your plan to sub-contract this effort? g) Describe your ability to manage sub-contractors, in terms of both schedule and performance. h) As this effort is planned to be firm-fixed price, please describe your capital resources and ability to accept fiduciary risk. i) Define your quality assurance processes and certifications or levels achieved (i.e. ISO, CMMI). j) Describe the skill levels and experience of your internal personnel (especially that of configuration managers and engineers specializing in radio frequency and software design), and if such experience is not resident in your current staff, how do you plan to obtain it? k) The Government has conducted a rigorous risk assessment of this program and developed a comprehensive strategy to mitigate risks that were identified. What are the top 5 risks that your company associates with this program and how would you mitigate them? * Please provide any responses and/or comments to the RFI by 28 May 2010.*
