- The US Environmental Protection Agency (EPA), Environmental Public Health Division?s Human Studies Facility (HSF) in RTP, North Carolina intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with SpaceLabs Healthcare for the purchase of an upgraded Medical Telemetry Electrocardiographic (ECG) system at the EPA/HSF. The ECG is required for conducting clinical research studies at the Environmental Public Health Division?s Human Studies Facility. All human volunteers are required to be monitored in real time while being exposed to various air pollutants. This telemetry system allows medical personnel to monitor a subject from anywhere in the building, and to terminate testing/experimentation if unsafe ECG patterns appear.The USEPA requires a contractor with the unique capability to interact with the existing equipment and internal writing system that is already in place. The upgraded system will replace the antenna system and central processing capability of the existing SpaceLabs telemetry system in the HSF. The upgraded system must be compatible with all remaining SpaceLabs equipment that provides patient monitoring capabilities in subject testing locations throughout the HSF. The system currently in use is a proprietary SDLC (serial data link communication) infrastructure already in place at the EPA. The SDLC allows remote operation and monitoring of patient interface modules (up to 200 ft.) during chamber exposures. This prevents the investigators from being required to enter the exposure atmosphere to acquire data. The upgraded system must network to the existing system for bed-to-bed communication, beside printing to networked laser printers, and print storage via the SpaceLabs ICS print manager application. To install any other vendors system would require a complete removal and installation of the entire patient monitoring system which would result in enormous downtime of ongoing research.SpaceLabs Healthcare is the only known source able to satisfy the Government?s requirement(s) because of the proprietary equipment and internal writing system currently being utilized EPA/HSF of which is not being replaced.However, any firm believing itself capable of meeting EPA?s requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
