Description
The VA Medical Center, Salem Virginia has a need for a contractor to provide all material, tools, labor, equipment, transportation, and qualified supervision to perform the project 'PATIENT SAFETY IMPROVEMENTS, PART 3. The project consists of the renovation of one floor in each of two separate buildings (the second floor of B/7 and B/9) for use as Mental Health treatment facilities. Work includes temporary partitions/infection control measures, layout, floor/wall/ceiling demolition, floor preparation for new floor surfaces, electrical/plumbing fixture demolition, plaster/drywall partitions and preparation for finishes, wood door/hardware replacement aned installation, new electrical circuits, new light fixtures, new bathroom fixtures and appurtenances including plumbing requirements, cabling for telephone/data, acoustical and gypsum ceiling construction, HVAC installation, window replacement, and other associated work. This project is aimed at producing safe and effective mental health treatment facilities with an optimum balance of safety, aesthetics, and functionality. All work, including final clean up and completion of any punchlist items, shall be performed within three hundred sixty (360) calendar days of receipt of the Notice to Proceed (NTP). NAICS code 236220 with a small business size standard of $34.5M applies. A pre-bid conference will be held approximately two weeks prior to the bid due date and will be the only opportunity for bidders to visit the site. The exact date and time of the pre-bid conference will be contained in the solicitation. This procurement is 100% set-aside for service-disabled, veteran-owned business. In accordance with FAR Clause 52.219-27, 15% of the cost of the contract performance incurred for personnel will be spent on the concern's (prime contractor) employees or the employees of other service-disabled veteran-owned small business concerns. All bidders should be prepared to provide documentation to the Contracting Officer that this requirement will be met if they are the apparent responsive, responsible low bidder. A bid bond will be required to be submitted with the bid in the amount of 20% of the bid or $3M, whichever is less. An original Certificate of Liability Insurance will be required prior to any physical work being performed. The cost range for this procurement is $2M and $5M. The solicitation will be issued on or about May 28, 2010.
