Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are being utilized for this acquisition. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-41. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from the Federal Business Opportunities web page. It is the responsibility of each potential offeror to monitor this site for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Keith Bubar at keith.bubar@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. The North American Industrial Classification System (NAICS) code for this procurement is 519120 - Libraries and Archives - with a size standard of $7 million. This acquisition will not be set aside for small businesses because the results of recent market research show that it cannot be reasonably expected that two or more small businesses can fulfill this requirement and would respond to a solicitation. APPLICABLE PROVISIONS AND CLAUSES FOR THIS SOLICITATION: The Following FAR provisions and clauses apply to this solicitation: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5, including 52.222-50, 52.233-3 and 52.233-4 in paragraph (a) (1), and the following fill-ins in paragraph (b): 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-13; and 52.232-33. All provisions and clauses viewed at http://acquisition.gov/comp/far/index.html. The National Institute of Standards and Technology (NIST) Information Services Division has a requirement for access to a database that would provide full indexing of conference proceedings from scientific fields. The NIST Research Library requires access to current retrospective multidisciplinary information from multiple research journals across the world. NIST seeks to obtain access to a database that can meet their minimum requirement for a base period from June 14, 2010 through December 31, 2010; followed by four, one-year option periods. Purchasing access to a sufficient database with option years will allow NIST to fulfill future requirements in a more streamline way. In order to be considered technically acceptable, the conference proceedings index database must meet the following minimum requirements: • Shall allow user to search article records from proceedings of significant conferences, symposia, seminars, colloquia, workshops, and conventions worldwide dating back to 1991, or earlier. • Shall cover conference literature in all scientific and technical fields, including: computer science, engineering, Environmental Sciences, Medicine, Physics, Agriculture, Biochemistry, Biology, Biotechnology, Chemistry • Shall include full indexing of conference proceedings, including references, from 1991, or earlier, to present. • Shall have the ability to save searches as email alerts. • Shall be capable of integration with NIST's current databases without duplicating existing contracted bibliographic databases; search of conference proceedings index should be able to be simultaneously conducted with search of journal index and search results integrated with those of the journal index. • Product shall be externally hosted with IP authentication. • Product shall provide both a search tool and an analysis tool, so that users can analyze the impact of their research, including a value indicative of the number of times his or his research is cited. • Shall offer perpetual access to purchased content • Shall be compliant with at least half of the applicable criteria under the applicable Section 508 standards. Quotations shall submit pricing data in a format similar to the one below: CLIN 0001: Base Period: June 14, 2010 through December 31, 2010 CLIN 0002: Option Period I: January 1, 2011 through December 31, 2012 CLIN 0003: Option Period II: January 1, 2012 through December 31, 2013 CLIN 0004: Option Period III: January 1, 2013 through December 31, 2014 CLIN 0005: Option Period IV: January 1, 2014 through December 31, 2015 The following Section 508 standards will apply to this procurement: 1194.22- Web-based Intranet and Internet Information and Applications 1194.31- Functional Performance Criteria 1194.41- Information, Documentation, and Support Information on Section 508 of the Rehabilitation Act of 1973 can be found at www.section508.gov. QUOTATION SUBMISSION INSTRUCTIONS (a) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. At a minimum, quotations must include- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Technical description of the services being offered in sufficient detail to evaluate compliance with requirements in the solicitation. The quotation and supporting documents must explicitly demonstrate the proposed solution's compliance with the minimum requirements. (4) Documentation demonstrating the subject product's compliance with the applicable Section 508 standards in the form of a Voluntary Product Accessibility Template (VPAT). This template can be found at www.section508.gov. (5) Base period and option period pricing and discount terms, if any. (6) Acknowledgement of any solicitation amendment; (7) FOB Destination based firm-fixed-price for each contract line item number, and any discount terms for those prices; (8) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (b) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (c) Late submissions, modifications, revisions, and withdrawals of offers. (1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. (2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition All quotations shall be submitted via email so that they are received at keith.bubar@nist.gov no later than May 27, 2010 at 12:00 p.m. EST. Delivery Location: NIST Bldg. 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899 Evaluations Factors for Award: NIST intends to award a purchase order to the responsible small business Offeror whose quotation is deemed to represent the best value to the Government, evaluated cost/price and other factors considered. Evaluation factors include: a. Technical Capabilities Evaluation of technical capability will be based on the proposed solution's meeting of the minimum requirements, including the degree to which the proposed solution exceeds the minimum requirements. Quotations shall include documentation that demonstrates how the solution meets the minimum requirements as spelled out in the solicitation document. Quotations must meet EACH of the minimum requirements. (Weighted 50%) b. Past Performance Information Past performance shall be evaluated based on documentation provided by the offerors and/or information from other sources. This information shall be evaluated on a scale of Excellent, Good, Fair, or Poor. (Weighted 15%) c. Evaluated Cost/Price The lowest priced solution constitutes a higher score on the Evaluated Cost/Price evaluation factor. (Weighted 35%)
