Description
The purpose of this modification is to answer questions that have been received, extend the due date for white papers, and modify the attachment to provide equipment specifications and delete the Non-Government Evaluators paragraph. All questions shall be directed to Stacey Palivoda, at stacey.palivoda@navy.mil by 12:00 pm Eastern Time on 21 May 2010. Question 1 - On the FBO Site, the response date as 12 noon, May 24, 2010 for the white paper. In the BAA solicitation, it states the BAA is valid until 12:00 pm on May 21, 2010. Please clarify the date the response is due to the Navy. Answer 1 - White paper response due date is extended to 12:00 pm Eastern Time 28 May 2010. Question 2 - Primary Battery Power - Are you seeking a PPS that is battery agnostic on the input side (designed for multiple battery models, non-rechargeable and rechargeable)? Answer 2 - Yes Question 3 - Legacy Gear - Are you expecting the legacy equipment to be modified with reengineered charging caps, back planes, and physical modification of the already certified tactical electronics by the Contractor to allow for the requested internal recharging while in place on the weapons? Answer 3 - No Question 4 - Can the removal and mobile recharging of the batteries from weapon mounted electronics be considered? Answer 4 - Yes, for weapon mounted devices the removal of batteries for recharging can be considered. Question 5 - Is the universal output supposed to auto-recognize each squad power device in inventory? Answer 5 - Yes. Question 6 - Should the Universal Output connection on the output side of the PPS be a common connector? Answer 6 - Yes, and the concept should address the specific cabling/interfaces with each squad battery powered device. Question 7 - MANPACK Considerations - Does the Government want to charge a MANPACK radio battery with another external MANPACK radio battery run through the PPS? Answer 7 - The PPS should have the utility to power all squad battery-operated devices whether or not a particular configuration is optimum. The PPS may be used in emergency situations to provide temporary power to a device whose battery has drained regardless of efficiency. The PPS may be connected to vehicle power to power and or recharge squad devices. Question 8 - On page 8 (Part IV, Sect 1) of the BAA it mentions 'the objectives of the proposed effort'. Is this the objective of the 'Full Proposal' or objectives of developing the system (ie. what the system will be capable of in-service) Answer 8 - The "objectives of the proposed effort" is a description of the steps, approaches or processes on how they intend to provide for the applied research, development, and demonstration of a lightweight, wearable power conditioning and distribution interface that will automatically recognize all connected power sources and all battery-operated devices issued to an individual Marine as well as those issued to the rifle squad as a whole.
