- The National Hansen's Disease Programs has a requirement for technical assistance and health data management services to assist in the administration oversight of the Ambulatory Care and Private Physician Programs. Hansen's disease in the United States occurs primarily in California, Louisiana, New York, Puerto Rico, and Texas, among Asian and Hispanic populations in these areas. The Ambulatory Care Program (ACP) was initiated in 1981 as a consequence of the closing of the U.S.P.H.S. hospitals. Historically, persons with HD were provided care by those facilities in the U.S. In order to continue the mandate of the legislative authority, a Contract Care Program was developed to provide these services in communities where the majority of people with HD live. Those geographic areas are reflected by the location of the eleven current Outpatient HD Clinics. The clinics provide outpatient treatment, case management, and follow-up of the HD patients and screening of contacts. They also provide information and in-service education about HD to healthcare providers in the community, and to serve as HD consultant and resource in the community in the geographic area. Due to the size, geographic dispersion and diversity of the NHDP ACP, oversight of the program and reporting requirements are more complex. Patient care data is derived from the patient care services provided by the ACP through eleven Outpatient HD Clinics in the U.S. and Puerto Rico, and the Private Physician Program. The program staff requires assistance to serve as a resource for the Ambulatory Care and Private Physicians Programs to monitor and track patient data and provide an intermediary link between NHDP and the partners in these programs. The initial period of performance will be for one year beginning October 1, 2010, with two one-year options anticipated. The solicitation document (RFP) will be posted at www.fedbizopps.gov on or before June 1, 2010 and can be downloaded by looking under the main menu for HHS/office - Health Resources and Services Administration/locations-HRSA/BPHC/National Hansen's Disease Programs. The closing date for receipt of proposals will be approximately thirty (30) days after issuance/posting of the RFP. It is the offeror's responsibility to monitor the site for amendments to the solicitation. The NAICS code for this requirement is 541611. This acquisition is a small business set aside under FAR Parts 12 and 13. The small business size standard is $7.0 million.
