Description
This Sources Sought Notice (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. 1. The Department of Veterans Affairs, Acquisition Service Area Office (ASAO) East 8, is seeking interested sources (contractors) for a near-future solicitation and procurement via Design-Build contract for the installation of a Wind Turbine at the roof of a recently built Bed Tower at VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico. 2. The project is a Turn-Key project. The Contractor is responsible for successfully installing anemometer, collecting and analyzing wind data (6 months), designing and installing the turbine(s), turbine(s) base, connection to the electricity supply loop, testing and balancing of plant, assistance with commissioning of the wind energy system, obtaining required permits, attending meetings, coordinating with local communities and government agencies. The peak capacity of energy output should be rated between10 kilowatt (kW) and 25 kW. The wind turbine system shall be capable of providing 3-phase power at interconnection. 3. The North American Industry Classification System (NAICS) Code for this procurement is 221119-Other Electrical Power Generation. 4. Since this is a sources sought announcement, no evaluation letters/or results will be issued to the respondents. No solicitation document is available and telephone requests will not be accepted. If a solicitation is released it will be synopsized in FedBizOpps at web site https://www.fbo.gov. It is the potential offeror s responsibility to monitor this site for the release of any synopsis or solicitation. Respondents will not be notified of the results of the evaluation. The government is considering whether to set-aside this contemplated acquisition for Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), HUB Zone, 8(a), or Small Business (SB) sources. If adequate responses to this notice are not received, the acquisition may be solicited on an unrestricted basis. 5. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements shall submit a response (electronic submission only) of no more than five (5) pages in length, single spaced, and 12 point font minimum that addresses below information. All responses must include the following information: Company name and address, CCR number, Dun & Bradstreet number, Point-of-Contact name, phone number, fax number, and e-mail address. Be sure to include this Sources Sought number in the subject line of your e-mail. Submissions (responses) shall be received by no later than 2:00 PM, Atlantic Standard Time (AST) on May 28, 2010. a. What type of work has your company performed in the past in support of the same or similar requirement? b. Has your company been awarded a prime contract for a project of this nature before? Number of years in business; affiliate information; parent company, joint venture, potential teaming partners. c. Did the contract contain ISO requirements or similar type of controlled environment? d. Has your company managed a team of subcontractors before? e. What specific technical skills does your company possess which ensure capability to perform the described tasks? f. Provide an explanation of your company s ability to perform at least 50% of the work with company resources versus support from subcontractors. g. Provide company business size and status (i.e., Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), HUBZone, 8(a), Small Business (SB) or Large Business). 6.
