- The National Aeronautics and Space Administration (NASA) Glenn Research Centerplans to issue a NASA Research Announcement for Development ofLow-Emissions CombustorConcepts and Associated Fuel Control Valves.The projected expansion of the air transportation system by a factor of two or threewithin the next two decades will increase the aviation contribution to climate changethrough emission of greenhouse gases, NOX, water vapor, and particulates. The impact ofaviation on noise within communities surrounding airports will also increase with growthin air traffic. A balanced approach to achieving dramatic reductions in fuel burn,emissions, and noise is the focus of current NASA research. The research includesdevelopment of advanced airframe and propulsion technologies, along with integration ofthese technologies, to achieve simultaneous decreases in fuel burn, emissions, and noisefor future aircraft. While the future air transportation system will include a mix ofdifferent types of aircraft that includes subsonic fixed wing (SFW), supersonictransports, and rotorcraft, SFW aircraft are expected to be the predominant mode of airtransportation for the foreseeable future.This NASA Research Announcement (NRA) entitled Research and Development of Low-EmissionsCombustor Concepts and Associated Fuel Control Valves solicits research proposals thatoffer new and creative solutions to meeting the N+2 NOx performance goals of theEnvironmentally Responsible Aviation Project. NASA goals are to expand the viable andwell-informed trade space for vehicle design decisions and enable simultaneousrealization of National noise, emissions, and performance goals. With this solicitation,NASA is seeking proposals that will identify new combustor concepts capable of meeting orexceeding the N+2 NOx goal by: Developing and investigating novel low emission combustion technologies, inflametube experiments, that demonstrate NOx emissions that meet or exceed the N+2emissions goals.Developing fuel actuation technologies to enable control of combustioninstabilities that could potentially be encountered in these low emissions combustiontechnologies. An optional task to extend these successful novel low emission combustiontechnologies to a multi-injector sector at full engine pressures. The total funds anticipated to be available for baseline awards offered in this NRA are2.3 million dollars, which will allow selection of multiple awards depending on themerits of the submitted proposals. The total funding anticipated for optional awards is1.5 million dollars. The typical period of performance for an award in the baselineprogram is two years with an option for an additional year. Organizations of every type,domestic and foreign, for profit and not-for-profit may submit proposals withoutrestriction on number or teaming arrangements. Participation in this program is open toall categories of organizations. It is open to industry, educational institution, andother non-profit organizations. It is NOT open to other government agencies, FederallyFunded Research and Development Centers (FFRDCs), and NASA Centers or to their employees.NASA employees are NOT permitted to be co-principal investigators on these proposals. The ANTICIPATED release date of the NRA via NSPIRES is on or about May 28, 2010 withanticipated offer due dates of on or about June 28, 2010. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 336311 and 500 employees.All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet.
