- The U.S. Department of Health and Human Services, Program Support Center, through the Program Support Center, Strategic Acquisition Service, intends to award a sole source contract in accordance with Parts 6.302-1 (a)2) of the Federal Acquisition Regulation to Men Can Stop Rape, Inc. (MSCR) – 1003 K Street, NW, Suite 200, Washington, DC 20001. The purpose of this acquisition is to provide professional services to develop and implement the Campus Men Supporting Women’s Health Project (CMSWHP), which focuses on women and men as allies in the primary prevention of violence against women (VAW) on college/university campuses. MSCR employs a unique strategy for delivering messages to educate and train men in colleges/universities communities about issues related to violence against women. The Office on Women’s Health (OWH) requires this acquisition to be sole source because the Men Can Stop Rape, Inc. (MCSR) is the only national organization located in Washington, DC, whose purpose is to work with men to make them allies with women in the prevention of violence against women. Men Can Stop Rape’s program model for college campuses has been recognized by the Robert Wood Johnson Foundation and the Center for Disease Control and Prevention. Hence, this contract meets regulations as stated in FAR 6.302-1. Moreover, the services of this contract foster outreach and support the mission of OWH, to eliminate health disparities among minority populations and promote health for women and girls across the lifespan. To that end, Men Can Stop Rape, Inc. (MCSR) is the only responsible source that will meet the needs of the Government. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
