- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA SCHEDULE 874-1. The ARRA provides over $100 billion for education and is a historic opportunity to stimulate the economy and improve education. The Race to the Top program, authorized under the ARRA, is a competitive grant program designed to encourage and reward States that are creating the conditions for education innovation and reform; implementing ambitious plans in four core education reform areas; and achieving significant improvement in student outcomes, including making substantial gains in student achievement, closing achievement gaps, improving high school graduation rates, and ensuring student preparation for success in college and careers. Race to the Top States will lead the way with ambitious yet achievable plans for implementing coherent, compelling, and comprehensive education reform. Race to the Top winners will help trail-blaze effective reforms and provide examples for States and local school districts throughout the country to follow as they too are hard at work on reforms that can transform our schools for decades to come. The Office of Elementary and Secondary Education (OESE) requires the services of a contractor to work with the Department in establishing and implementing a technical assistance network to support the Race to the Top program. The intended audience for these services includes all states, with a portion of the technical assistance dedicated to supporting grantees, and other technical assistance designed to encompass work with all states, especially with respect to sharing effective practices and bringing systemic solutions to scale. Some key goals of the technical assistance include: •Direct impact: Support grantees' efforts to achieve significant improvements in student outcomes •Scaling impact: Help scale effective systemic approaches and practices within and across grantee states and nationwide •Sustain impact and continuous improvement: Facilitate building of sustainable learning communities within and across states and Local Educational Agencies (LEAs) •Nationwide learning: Identify, codify, and share effective (and ineffective) practices to facilitate learning from Race to the Top grantees and others •Productive relationships: Support redefinition of relationships between ED and states, between states and their LEAs, across states, and across similar LEAs •Ensure transparency, accountability, and appropriate, efficient, and effective use of funds. It is anticipated that the resulting contract will be issued on a time and material basis to support a period of performance of 48 months. The contract will include provisions for performance incentives that are aligned with grantee achievement on student outcomes and implementation of Race to the Top plans, and contractor delivery of high quality and relevant service. The Department anticipates issuing a solicitation to a pool of vendors under GSA's Federal Supply Schedule 874-1. Issuance of the solicitation is planned for early June 2010 and with contract award before September 30, 2010. Interested GSA Schedule 874-1 holders with expertise and experience in the following areas are invited to participate: (a) system-wide and statewide education reform efforts, (b) professional capacity building at the state and district levels, (c) standards-based curriculum, instruction, and assessment, (d) data-driven continuous instructional improvement, (e) teacher and principal evaluation and feedback systems, (f) low-performing school turnaround efforts, (g) evaluation of practices, (h) identifying, codifying, sharing, and replicating effective education practices, (i) knowledge management and sharing of education resources, (j) interacting with and providing services to states and (k) logistic support.
