Description
RECOVERY: Establishing a Small Molecule Chemical Repository for the nci Chemical Biology Consortium FEDERAL BUSINESS OPPORTUNITIES PRESOLICITATION The National Cancer Institute (NCI), National Institutes of Health (NIH), is seeking a qualified contractor to partner with the NCI Chemical Biology Consortium (CBC) and participate in the establishment of a complete drug discovery and development platform for oncology therapeutics through the formation of a new and novel network which combines academic and private drug discovery efforts with DCTD’s existing pre-clinical resources. This network of multidisciplinary scientific expertise, along with varied technical and infrastructure resources within the network, will work collaboratively to support execution of drug discovery and development projects from discovery to first in human studies in a team centric approach. One critical infrastructure resource that the CBC will require are chemical repository services that will 1) provide interactive central chemical registry and distribution services, 2) procure, receive, analyze, manage, store and distribute individual chemical compounds and 3) produce, distribute and monitor CBC arrayed screening sets. Specifically, the CBC Small Molecule Repository (CBCSMR) will identify and procure up to 50,000 diverse drug-like molecules from which it will generate an arrayed library for screening purposes. The goal will be to progressively populate biologically relevant chemical space with compounds having >100 chemical scaffolds that may include small molecules, peptides and natural products. It is expected that this collection will be procured almost exclusively from commercial suppliers and programs within NIH. The arrayed collection will be used for screening of known and novel targets at various CBC partner centers. The project will involve identification, procurement, analysis, storage and arraying of individual compounds along with storage and analysis of the arrayed collection. The CBCSMR will also be responsible for distribution of both selected individual compounds and the arrayed library to CBC-member institutes along with handling of all associated chemical informatics data. In addition, the CBCSMR will act as a central storage and distribution Repository for dry, vialed samples generated by CBC-members. Management of dry samples will encompass receipt, inventory, storage, analysis and distribution services. It is anticipated that a total of 2,000-3,000 dry samples will be submitted from CBC-members over the life of the contract. Request for Proposal (RFP) N02-CM-07001-65 will be available on or about June 1, 2010, and receipt for proposals will be due on or about 2:00 p.m., Eastern Prevailing Time on June 30, 2010. The RFP will only be available electronically and must be accessed through the National Cancer Institute’s Office of Acquisitions external website ( http://rcb.nci.nih.gov/ ); once there, click on Current Requests for Proposals. Under the section entitled The Chemical Biology Consortium (CBC) Project, click on solicitation number N02-CM-07001-65 entitled “RECOVERY - Establishing a Small Molecule Chemical Repository for the NCI Chemical Biology Consortium Program.” Interested parties are expected to review this notice at your firm’s own risk. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. FAILURE TO DO SO WILL BE AT YOUR FIRM’S OWN RISK. It is the offeror’s responsibility to monitor the above website for the release of this RFP and amendments, if any. This solicitation is anticipated to result in approximately one (1) award to the offeror capable of performing all aspects of the Statement of Work. The contract shall be a cost-reimbursement (completion type) contract and shall be awarded for a three year base period of performance with two (2) one year option periods to extend up to a five year period of performance. It is anticipated that the three year base period shall be funded utilizing American Recovery and Reinvestment Act (ARRA) funding. The option periods, if exercised shall be supported by appropriated funds. All responsible and qualified sources may submit a proposal which shall be considered by the Government.
