Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center intends to enter into an eighteen-month Firm-Fixed-Price contract with University of Maryland School of Medicine (UMSOM); Department of Research in Patient Safety, Program in Trauma (UMGroup); University of Maryland Medical Center, 22 South Greene Street, Baltimore, Maryland 21201 pursuant to 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", for the development of a team communication system (TeamVistA) with a dashboard display for a surgical intensive care unit (ICU) that possesses awareness of patient care protocol compliance with evidence based guidelines. The goal is to design and evaluate a dashboard display system that processes clinical data and displays it at user defined updated intervals to facilitate access to patient clinical providerst. UMSOM UMGroup personnel have unique knowledge and experience in understanding barriers for implementing evidence-based guidelines in ICUs, modeling team cognitive workflow in ICUs, rapid prototyping techniques for healthcare applications in ICUs, and systems integration challenges. UMGroup has developed prototypes that are in active use at two University of Maryland Medical Center's ICUs. These prototypes tested the user acceptance of team-based information display. The UMGroup has intimate working knowledge of Baltimore VA clinical environments which includes active ICU protocols (including but not limited to glucose protocols and antibiotics use). UMGroup personnel have the facilities to ensure rapid system development and over the past ten years have built a system development environment with necessary hardware and software systems. UMGroup is currently conducting a field trial of a related system ("RoundingPartner") in an ICU. The related system will provide a valuable basis for the innovation project to rapidly progress as well as a template for other VA healthcare management initiatives. The solicitation number assigned to this effort is VA-118-09-RP-0327 and will be issued on or about 04 June 2010. An award date of no later than 15 July 2010 is desired. This notice of intent is not a request for competitive proposals, however all responsible sources may submit a proposal which shall be considered by the agency. The NAICS Code/Size is 541512/$25M.
