Description
NAICS Code: 332992 The US Environmental Protection Agency (EPA) Criminal Investigations Division (CID) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Federal CartridgeCompany of Anoka, MN. The requirement is for 77 cases of Federal 9 mm Luger Pistol Ammunition, 45 cases of LE132 Police Load 12 gauge Ammunition, and 45 cases of Federal LE127 Tactical Rifle Slugs to be shipped to various locations throughout the United States. In order to accomplish its essential mission CID requires ammunition for use by its federal law enforcement officers. The minimum standard for the purchase of ammunition for law enforcement purposes is to maintain quality assurance by purchasing from the manufacturer only. Firearms and the ammunition that compliments it are used in deadly force situations. The law enforcement officer must rely on the manufacturer to guarantee that the ammunition used in the firearm will not fail in those situations that the officer is defending human life. The original manufacturer will guarantee the effectiveness and quality of the ammunition regarding its performance. In addition, the original manufacturer will also immediately notify the purchasing agency when and if there is a concern regarding the performance of the ammunition or a defect. The original manufacturer will replace what is in question. Quality assurance regarding ammunition for law enforcement carry and training is of upmost consideration when an agency purchases ammunition and cannot be undermined. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE FOR THIS PROCUREMENT. All inquiries and concerns must be addressed in writing via e-mail to Schwartz.rachel@epa.gov by May 27, 2010 at 1 PM EST. Telephone inquiries will not be accepted. The decision not to compete this requirement is within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
