Description
The Department of the Air Force ("the Air Force") requests expressions of interest from parties capable of designing, financing, and developing one or more of the parcels and seeks information regarding your level of interest and your ideas for potential use of the property described below. Responses should provide information which will help guide the Air Force in developing its concept of a development project at one or more of the sites, for which it may in the future request proposals. If this project proceeds, there may be a solicitation for qualifications, and an Industry Day might be held at Charleston AFB to discuss the opportunity. Background: The Air Force is considering leasing 3 parcels of land located at Charleston AFB ("the base"), in Charleston, South Carolina, for commercial development of industrial, aeronautical, retail, and office uses. However, other development concepts will be considered. A lease would be accomplished under the authority of 10 USC § 2667, which authorizes the Secretary of the Air Force to out-lease non-excess real property with initial lease term limits of up to 50 years. The government is prohibited from leasing back any part of the development. The parcels being considered for lease, either separately or in combination, are (see attached map): 1. Area 2000 - 30 acre parcel located on the east side of the approach end of Runway 33 with access to the 9,000 ft. runway. Runway access is shared with the Charleston International Airport. Improvements on the site consist of two structures; guard post, and installation Aero Club. 2. Exchange North - 76 acre tract located on the perimeter of the installation, on the east side of Dorchester Road. Bounded on the west by Dorchester Road, on the south by the Base Exchange, on the north by the installation golf course and on the east by Charleston AFB family housing. 3. Hunley Park - 54 acre parcel located on the west side of Dorchester Road at the intersection of Dorchester and Cross County Road. Bounded on the south by a Charleston AFB family housing area, on the west by wetlands, on the east by Dorchester Road and on the north by vacant land and private residential development. Information Requested: Please provide the following information: 1. Your identity and a brief description of your experience in developing this kind of project. 2. Which parcel or combination of parcels most interests you for developing a project? 3. Describe your views of the advantages/disadvantages of developing the three parcels individually and in combination. 4. What land uses are most feasible and profitable at the parcels? 5. What kind and how large a project would be feasible or optimal and how much land would be required? 6. Please explain any concerns you have about base security requirements on such a development. 7. How would such a project likely be financed? Do you expect any problems acquiring financing? 8. What would be the impacts, particularly financial, of continued Aero Club operations in any development of the Area 2000 parcel? Would continued Aero Club operations affect your interest in responding to any future solicitation? If so, how? 9. Would development of these parcels be related to activities at the Port of Charleston? 10. Is current infrastructure at the parcels adequate for optimal development of them? If not, what else is required? 11. Describe the issues, concerns, and challenges to developing these parcels. Handling and Processing: All responses received will be considered. Under this Request for Information or under future issuances, the Air Force may terminate or continue to pursue this topic. Under 10 USC § 2667, the Air Force will use competition to pursue any leases, agreements, etc., that may be sought in connection with these properties. All responses received may be held for an extended period of time or destroyed, and not returned to the originator. All information that you desire or require to be handled as proprietary or as confidential business information should be clearly and appropriately marked. Proprietary information will be safeguarded in accordance with applicable Government regulations. Notice: This Request for Information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information. The Government shall not be liable for any consequential damages a submitter may suffer for any unidentified, misidentified, or improperly identified proprietary information.
