Description
Vendor Questions (Amendment to RFI #HQ0566-10-DEHS) The purpose of the amendment is to request additional information. Respondents shall submit their knowledge and capabilities in response to each of the questions below: Question I. Describe how your system interfaces with USAJOBS.gov to allow: 1. Posting of Job Announcements 2. Applicant notifications (through USAJOBS) at the OPM-mandated key stages of the application process. 3. Receipt of the following applicant information: a. Applicant profile information b. Resume c. Cover letter d. Other supporting documents Question II. Describe how your system enables a user to evaluate an applicant's qualifications. Please reference how "knowledge, skills and abilities" (KSAs), and/or competencies are utilized as inputs in this evaluation. Question III. Describe your system's capability to develop assessments and implement multiple assessment strategies. Please reference and describe your capabilities pertaining to multiple position-based assessment methods, and whether these methods meet the Uniform Guidelines on Employee Selection Procedures (29 CFR, Part 1607). Question IV. Describe your system's capability to define eligibility criteria and determine and document the applicant's eligibility/ineligibility for consideration of a given position. Question V. Can your system accommodate jobs with multiple categorizations, such as grade, series, and location, for all Federal Pay Systems? Describe your capabilities and limitations in this area. Question VI. Describe your capability to handle DoD preferences. Please enumerate any capability to apply, determine, identify, rate/rank, and refer, in accordance with veterans' eligibility and preference criteria, utilizing special rules (to include military spouse, veteran's preference, etc). Question VII. Describe your system's capability to incorporate OPM and DoD-unique qualification requirements to perform the following functions: • To determine qualifications for a position (using position description information) and screen applicants against those qualifications • To distinguish between the quality of applicants • To subsequently evaluate an applicant against those qualifications Question VIII. Describe your capability to develop multiple referral lists for a given vacancy. Please elaborate with respect to the following capabilities: • Varying sort criteria • Varying ranking methods (e.g. internal merit promotion, non-competitive, category rating, delegated examining, demonstration projects, Veterans' Recruitment Act (VRA), Veterans Employment Opportunities Act (VEOA) Question IX. Describe your ability to accommodate all Federal and DoD hiring authorities. Question X. How does the system enable the creation of a job announcement (from scratch, and from an existing library of announcements or content)? Include the possibility of an open continuous announcement. Question XI. How does the system enable the selecting official to electronically review and annotate applications and appropriate documents in relation to the certificate? Can the system electronically sign and return the certificate? How does the system support and document the interview process and reference checks? How does the system support adding these hiring decisions to a case file? Question XII. Describe your capability to dynamically generate operational metrics related to each step within the Federal end to end hiring process. Question XIII. Describe how your solutions and systems will comply with the President's recent memorandum on improving the Federal recruitment and hiring process? Question XIV. Does your company have current or past performance with Federal Government Hiring Solution or Program? If so, how many solutions or programs and describe them? Question XV. Does your company have a GSA Schedule(s) for Federal Government Hiring Solution? If so, please provide the GSA Schedule number(s). NOTE: We will contact the POC, should there be any issues or questions Submission shall be no more than thirty (30) pages, excluding cover sheet, single-spaced, 8.5 x 11 paper, 1 inch margin, and no smaller than 12 point type and compatible with MS Office Word or Adobe PDF format. The 30-page limit shall include all attachments. Respondents shall indicate which portions of their responses are proprietary and shall mark them accordingly. Responses shall be submitted via email to billie.robertson@bta.mil. Replies must be received no later than 3:00 PM EDT, May 26, 2010. This is not a request for proposals. This Request for Information is for planning purposes only. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. The Government will not pay for any materials provided in response to this Sources Sought Notice or any follow-up information requests. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation.
