- "Clinical Expansion for Mental Health Sub-Acute Care and Sleep Lab Units" Answered Questions from A/E Teams; May 12, 2010 1.What is the scope of work in the existing historic building? Specifically with respect to seismic retrofit and ME&P upgrades. a.The phase 1 of the project, the Feasibility Study will determine what upgrades will need to be completed for utilities and to Bldg #8. Seismic retrofitting of Bldg. #8 is outside of the scope of work except for near around connection points for the new structure to Bldg. #8. 2.Is there a proposed building program available for the addition? How may square feet of mental health sub-acute care is needed and how many square feet of sleep lab units? a.The VA space program will be supplied to the selected A/E firm. 3.Will the 10,000sf encompass all of the required programs for both mental health and the sleep lab? Will there be any additional programs or requirements on this site? a.The square footage of the new structure will encompass both programs. The VA space program will be supplied to the selected A/E firm. 4.Is the Historical Section Impact for Building #8? Or are there other historical impacts we need to be made aware of on this project? a.Bldg. #8 is within the historical district and will have impacts to the project. The Feasibility Study will determine all other impacts affected by the new structure. 5.Do you have a proposed schedule for announcing the shortlist and interviews? a.The proposed schedule is to be determine. 6.Can you make the site plan for the campus available? a.The site plan will be posted along with these questions. 7.It sounds like there may be two projects: mental health and sleep lab. How are they related? Are they contiguous? a.The two programs will be within the same square footage of the structure. The VA space program will be supplied to the selected A/E firm. 8.Will the new construction be connected to Building 8? Will there be any renovation to Building 8? a.Possible connection to Bldg. #8, will be defined in Feasibility Study of the project. Renovation to the existing Bldg. #8 will be limited to only to points of connection to the new structure. 9.Please elaborate on the types of mental health services to be cared for. Inpatient or outpatient? Is this a locked unit? a.In-patient ward, not a lock down ward. 10.Will this project be LEED certified? a.Yes. 11.Can you please describe the 3 phases of this project (as was shown on your PowerPoint slide?) a.Phase 1 is a Feasibility Study. b.Phase 2 is a Design and Development. c.Phase 3 is Construction Drawings and Construction Period Services. 12.Are there utilities servicing this site from the CUP (gas, steam, electricity, etc.)? a.Utilities from the Central Utility Plant are serving the existing Bldg. #8. No emergency power is available in Bldg. #8. 13.Is this the only site to be evaluated in Phase 1 Feasibility study? No alternatives? a.Preferred site, Feasibility Study can expand on alternative site. 14.Is this site included in the district listed on the National Register of Historic Places? a.Yes. 15.Is the building to be certified as LEED Silver - with all documentation this requires? a.Building shall be built to obtain LEED Silver rating, documentation requirement shall be defined at later date. 16.Is there a completed EIR/FONSI for this site/building? a.Environmental requirements including NEPA documentation will be part of this design contract. 17.Has it been determined if this building is designated "Mission Critical" for physical security requirements? a.Negative, this new structure will not be Mission Critical. 18.Please confirm that the seismic classification of the building in this RFP is rated as "Critical & Essential Facilities" as listed in the VA Seismic Design Requirements H-18-8, Section 2.1 (page 6) and Table 1(Page 16). a.Confirmed, this is a "Critical & Essential Facilities" as listed in the VA Seismic Design Requirements.
