- Description
- The Defense Energy Support Center (DESC) is now preparing the solicitation requirements for Direct Supply Natural Gas (DSNG) for delivery to various Department of Defense and Federal Civilian installations located behind Enstar Natural Gas Company in Alaska. The purpose of this SOURCES SOUGHT NOTICE is to determine the availability of potential Natural Gas small businesses that are able to obtain their Natural Gas supply from Small Business producers. In accordance with FAR Part 19.102(f)(1), to be eligible for a small business set aside award, the end product furnished must be produced by a small business. If the offering small business does not produce the end product, a valid written supply commitment from the operating small business Natural Gas Supplier(s) who will supply the small business firm is required. This commitment must be in the form of a signed agreement between the small business firm and the supplier providing the product. This agreement must identify the supplier’s name, the location(s) where the product will be available, the name and phone number of the supplier’s point of contact for further information, and a statement from the supplier that each product will meet the applicable Government specification. This supply commitment may be contingent upon the award of a small business contract with DESC. Except for this contingency, this agreement must clearly be a firm commitment to supply the product, not simply an agreement to discuss supply if a small business reservation is included. The supplier must agree that the quantity committed to the small business firm will not be offered to DESC in any other manner under this solicitation. In addition to being able to obtain Natural Gas from a small business producer, for an offeror to be considered it must be able to provide evidence that it is authorized to conduct business on Enstar Natural Gas. An offeror must also possess a minimum of twelve months of experience (within the last two years) providing supply and transportation (firm and/or interruptible) natural gas to retail customers served by a Local Distribution Company (LDC) within the state for which it is interested in proposing an offer. If the offeror does not possess at least twelve months of experience within the last two years within the state it will not be considered for award.
