- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION The Department of Justice, Bureau of Prisons, intends to award a sole source procurement with the Energy Center of Wisconsin, Inc. for USGBC Certified Green Building LEED training services. The contractor will serve as a subject matter expert on various Green Building training topics. This training will allow for LEED professionals to maintain credentials as required. Pursuant to the accreditation approval toward Leadership in Energy and Environmental Design (LEED) Professional Credential Maintenance, the United States Green Building Council (USGBC) requires that vendors off programs that have been peer-reviewed and approved by the USGBC. As an organization recognized by the Green Building Certification Institute as being an Education Review Body, USGBC is able to ensure that approved third-party education provider courses meet the highest standards, thus guaranteeing LEED professionals a green building education that will help in maintaining credentials. The statutory authority is 41 U.S.C. 253 (c)(1), Only One Responsible Source. The applicable NAICS code is 541712. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based upon responses to this notice is solely with the discretion of the Government. Any parties interested in this award should submit their response, with proof of ability to provide the service no later that May 21, 2010. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement in the future.
