- NASA/GRC intends to purchase the continuation of a research program for developmentof x-ray and terahertz computed tomography, and radiography sciences, and facilitiesoperations from the University of Toledo. The Statutory Basis for Other Than Full andOpen Competition: 10 U.S.C. 2304(c)(1), only one responsible source and no othersupplies or services will satisfy agency requirements.The continued effort requires further development for computed tomography (CT) forpolymer matrix composite structures and aerospace engine components. This effort willprovide support in the technical area of nondestructive evaluation (NDE) very specific toNASAs needs and based on extensive prior experience in NASA programs.NASA Glenn usesNDE to characterize material and structures being developed for aeronautical and spaceapplications.The continued effort includes conducting X-ray and terahertz computed tomography on avariety of materials and structures of importance to NASA programs. It also includesefforts in visualization, processing, and analysis of data from these methods.Thevisualizations and volume renderings from the CT data will further be reduced to solidand finite element models in order to perform further NDE simulations and physical testsimulations for mission profiles of interest to NASA. Digital radiography is alsorequired in this effort, as is facilities development and maintenance related to thesescientific methods.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 1, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
