Description
PLANNING, EVALUATION, ANALYSIS AND GUIDANCE FOR DEPARTMENT OF DEFENSE ENVIRONMENTAL PROGRAMS POC for further information, contact Lynette Black (402) 995-2049 (Email questions to lynette.m.black@usace.army.mil). The Omaha District, U. S. Army Corps of Engineers intends to negotiate an Indefinite Delivery-Type/Task Order Contract with Noblis, Inc., Falls Church, VA, as a nonprofit, conflict-of-interest free source, who does not compete for design or construction projects for private or government entities and has a high degree of expertise in the environmental field to provide support for strategic planning, program policy analysis and decision-making support, systems engineering, regulatory issue supporting and integration, and performance requirements and guidance involving the nationwide environmental program of the Department of Defense and its agencies. Respondents must demonstrate a broad capability in the environmental, engineering and scientific fields including experience in high-level policymaking and guidance, regulatory compliance and field operations. This procurement will be subject to stringent organizational conflict-of-interest provisions and respondents must demonstrate an absence of such conflicts. That is, the respondent is not engaged in other activities or relationships which would make the respondent unable or potentially unable to render impartial assistance or advice to the Government, or the respondents objectivity in performing the contract work is or might be otherwise impaired, or the respondent has an unfair competitive advantage. The resultant contracts performance period will be a 1-year base period with 4, one-year options. This office believes that only one source, Noblis, Inc., can provide all of the above-required support. If any responsible source other than Noblis, Inc., can fulfill all of the above requirements, written notification and supporting documentation may be submitted in writing to: U.S. Army Corps of Engineers, ATTN: CECT-NWO-ER (Lynette Black), 1616 Capitol Avenue, Omaha, NE 68l02-4901. To be considered a viable source, documentation must clearly demonstrate: (1) freedom from actual or potential conflict-of-interest (2) extensive knowledge in the following five areas: OMB Circular A76, demilitarization of conventional ammunition, chemical demilitarization, acquisition support and logistical support (3) extensive experience in the independent analysis and evaluation of solicitations and proposals (4) capability to provide independent, conflict-free review and assessment of contractor products/services (5) past history detailing any contracts that your company is currently performing or have completed that would be considered the same as/similar to the type of services described above. Include the contract number, type of contract, dollar value, performance location, contract length, government point of contact and current phone number and (6) positive indication that your firm does not compete or bid for design or construction projects for private or government entities. If no affirmative written documentation is received within 15 calendar days of this synopsis (June 3, 2010), USACE will proceed with negotiations to issue a contract to Noblis, Inc. Historically Black Colleges and Universities (HBCUs), with the capabilities to perform this work effort, are encouraged to respond. A solicitation is not available.
