Description
The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a contract on a noncompetitive basis in accordance with FAR 6.302-1(a) (2) Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements to Ibis Ecosystems Associates, Inc. P.O. Box 358 Cedar Key, FL award a services contract to interact with the RECOVER and agency scientists working on the 2009 SSR, implementation of the MAP and preparing for the 2012 SSR. This service will be delivered to the Jacksonville, FL. SIC Code is B509, NAICS Code is 541620, and Size standard is $7,000,000.00. The sole source determination is based upon Ibis Ecosystem Associates, Inc. market research has shown this company being the only vendor that can provide the required expertise and the set of unique qualifications to support the ongoing SSR and MAP efforts. An expert in the field of Evergladess ecosystem restoration and wetlands science/ecology is required to accomplish the required support tasks. The individual must possess a unique set of background, abilities and knowledge of the south Florida ecosystem, the RECOVER monitoring and assessment activities, related performance measures and conceptual ecological models. In depth knowledge of the Greater Everglades wetlands ecosystem is required along with technical expertise on monitoring assessment and adaptive management. The individual must also have previous experience working with the RECOVER Greater Everglades module team on the conceptual ecological models, hypothesis clusters, Monitoring and Assessment Plan (MAP) implementation, assessment and revision, and the development and production of the RECOVER System Status Reports. All this will be mandatory to allow the person performing this work to interact with the RECOVER and agency scientists working on the 2009 SSR, implementation of the MAP and preparing for the 2012 SSR. Mr. Steve. Davis of Ibis Ecosystem Associates, Inc. is an expert possessing a unique set of qualifications to support the ongoing SSR and MAP efforts. He is considered to be an extremely respected ecologist. Steve Davis was a co-editor of the seminal book on the Everglades published in 1994, which ushered in the restoration movement and set the stage for the Everglades Restudy. Additionally, Steve Davis was one of the lead authors of the Conceptual Ecological Models (CEMs) for the Greater Everglades ecosystem as well as a participant in development of the MAP 2004, creation of the Assessment Guidance process, and drafting of initial SSRs. His ecological expertise, knowledge of the Everglades ecosystem, and institutional knowledge regarding the process that produced the first MAP will be invaluable in assisting the AT with the complex process of finalizing the 2009 SSR, implementing the MAP and preparing for the 2012 SSR. Because of this breadth of knowledge and prior contributions and involvement, including being a former Assessment Team co-Chair and direct involvement in developing the original MAP, Steve Davis would be considered uniquely qualified to provide the required professional services/scientific support. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
