Description
PROCUREMENT IS A 100% SMALL BUSINESS SET-ASIDE. Contractor must have, and maintain "active" Central Contractor Registration (CCR), NO EXCEPTIONS. REMOVE from BIA Colorado River Agency (CRA), Parker, AZ: (a) One hundred sixteen (116) transformers, containing less than 50 PPM Polychlorinated Biphenyls (PCB)(b) Seven (7) transformers, containing more than 50 PPM Polychlorinated Biphenyls (PCB)(c) Twenty six (26) 55 gallon Drums of oil contaminated dirt; and(d) Three (3) 55 gallon drums of dried paint from the Electrical Services yard. Services to be provided include: 1. Transporting services to remove for disposal or recycling of (123) transformers, (26) 55 gallon drums of oil contaminated dirt and (3) 55 gallon drums of dried paint from the BIA Colorado River Agency (CRA), Branch of Electrical Services Yard, 12000 First Avenue, Parker, AZ. 2. Provide a crew to load transformers and 55 gallon drums onto transport trucks. 3. Transport all PCB-contaminated materials to a State/EPA approved disposal facility. 4. Dispose or recycle of all PCB-contaminated materials per 40CFR761.60. 5. Provide profiling, labeling and manifesting for this project. 6. The contractor shall comply with all applicable Federal, State and Colorado River Indian Tribe (CRIT) Regulations concerning PCB assessment, cleanup, handling, transport, and disposal activities performed during these services. 7. The contractor shall obtain all permits necessary to conduct PCB cleanup activities from regulatory entities including but not limited to EPA, the Arizona Department of Environmental Quality (ADEQ) and the Colorado River Tribal Employment Rights Office (TERO). 8. The contractor shall exercise due care and diligence in handling and transportation of waste materials during removal activities, and ensure waste materials are disposed or recycled at facilities permitted by the EPA and ADEQ. 9. The Contractor shall be solely responsible for the assessment and cleanup of contamination attributed to services rendered during the execution of this requirement.
