- RFQ Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is PSC34136 and it is issued as request for proposal (RFP). Please view attachmentsThis solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This is not a small business set aside; however, more consideration may be given to the offeror's Socio-Economic status. The corresponding NAICS code is 541620 and the small business size standard is $7 million. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision at 52.212-2 is not applicable. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror that meets the evaluation criteria. (x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Please note: An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. Work Description The purpose of this acquisition is to obtain an Environmental Research Technition to FOH in the delivery of services to the National Institute for Occupational Safety and Health, Division of Safety Research located at 1095 Willowdale Road in Morgantown, WV 26505, under a personal services contract. The Division of Safety Research has extensive expertise and experience in working with and managing national occupational injury surveillance data. This project will use data from the NIOSH occupational supplement to the National Electronic Injury Surveillance System (NEISS-Work) to perform detailed analysis of nonfatal occupational injuries and illnesses occurring in a variety of industries with a focus on identifying injured/ill workers who would not be captured by employer based reporting to the BLS. Specifically, analysis of NEISS-Work data will enable reporting of injuries by demographics, event, source, severity, nature of injury, and body part. This project will provide research supporting the data analysis, interpretation, and assistance in dissemination efforts. The individual who will perform these services will work closely under the direct supervision of an FOH Federal Project Manager (hereby designated within this SOW as Contracting Officer's Technical Representative or COTR) and will be responsible for the coordinating and managing all on-site FOH environmental health and safety services provided by FOH as detailed in this Statement of Work. The contractor shall deliver 1320 productive direct labor hours per year. The contractor shall currently possess all of the experience, and security clearances required by the agency and as indicated in the Requirements Section of this document. All work will be performed at the Division of Safety Site as indicated below. The contractor shall provide the services to perform the work described herein in the labor category of Environmental Research Technician. This project is defined as non-severable based on mission support requirements of the FOH and the specific nature of the task.
