Description
Sole Source Synopsis Reference: CDC-82591 This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC); 2920 Brandywine Road, Atlanta, GA 30341; in accordance with FAR Part 13.106(b) and 41 USC 253 (c) (1) intents to solicit a single source for the Procurement of standards, reference material, and training for assessment of protein adducts in response to sulfur mustard exposure. The CDC intent is to sole source the following requirement to TNO Defence, Security and Safety. The North American Industry Classification System code is 541720 titled, "Research and Development in the Social Sciences and Humanities". The respective SBA size standard is $7million. The purpose of this procurement is as follows 1) Provide standards and training on the methodology of assessing protein adducts in response to sulfur mustard exposure. 2) Produce sulfur mustard adducted cysteine in both "light" (D0-labeled) and "heavy" (D-8 labeled) forms to produce particular peptides required for effective performance of assessing protein adducts in response to sulfur mustard exposure. 3) Provide dosed and adducted plasma samples to serve as standard material for the assessment of protein adducts in response to sulfur mustard exposure. The CDC has conducted adequate Market Research and believes that this is the only company that can provide this procurement in its entirety. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 1:00 pm EST on May 21, 2010. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All questions must be in writing and must be emailed to Candice L. Simmons at iie3@cdc.gov. Please reference CDC-82591 on all correspondence. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to TNO Defence, Security and Safety.
