Description
NASA Headquarters is soliciting information about potential 8(a) sources to supportthe agency-wide facilities management program.Information obtained will be used toassist NASA Headquarters in determining if two or more 8(a) firms exist that have therequired capabilities to support this program and who are interested in performing thiswork. The North American Industry Classification System (NAICS) Code for thisprocurement will be 541330 - Engineering ServicesThe Facilities Engineering and Real Property Division (FERPD) at NASA Headquarters, provides agency-wide functional leadership and management in the areas of facilitiesmaintenance & repair management, design & construction management, and planning & realproperty management. The FERPD relies on contractor support to conduct specializedtechnical studies, analyses, and to provide deliverable end products for which NASAHeadquarters does not maintain in-house capability. Information on the NASA FERPD andapplicable documents can be found at:http://www.hq.nasa.gov/office/codej/codejx/codejx.htmlThe Contractor shall provide specialized technical and management expertise to NASACenters, field installations, and NASA Headquarters by conducting agency-wide and sitespecific studies, assessments, and various types of analyses aimed at meeting therequirements of existing federal Government and NASA policy. Additionally, theContractor is expected to use its expertise to provide specialized support infacilitating breakthrough analysis and continuous improvement of NASA facilitiesprocesses at the site level. The Contractor is expected to apply cutting edge industrybest practices to specific initiatives that will improve current technical and managementpractices for facilities in NASA. Respondents should demonstrate capabilities and experience in the following functionalfacilities elements. These elements shall include Facilities/Plant Maintenance & RepairManagement, Economic Analysis, Reliability Engineering, Design Build Expertise,specialized technical expertise and consultants in Energy Management, Leadership inEnergy and Environmental Design (LEED) Accredited Professional (AP) certified consultantin Operation and Maintenance (O&M) with minimum three years experience, LEED AP BuildingDesign and Construction (BD+C) certified consultant with minimum three years experience,Certified Commissioning Agents for developing and execution ofCommissioning/Re-commissioning/Retro-commissioning plans with minimum three yearsexperience, Technical Engineering Skills to conduct Engineering Analysis and QualityAssurance activities to assess the Agencys Technical Capabilities and Assets Condition,Real Estate, Master Planning, and Real Property Management. Respondents are to emphasizein demonstrating their capabilities, expertise and experience on the following elements:A.High Performance and Sustainable Buildings RequirementsExperience in assessment and evaluation of current building conditions as relatesto Energy Star/Labs 21/ASHRAE Building Energy Quotient (Building EQ) and develop and/orexecute implementation plan to achieve certification.Experience in providing LEED AP certified consultant in Operations andMaintenance (O&M) with minimum three years experience, to assess, develop, and/or executeimplementation plan to achieve LEED-EB (Leadership in Energy and Environmental Design forExisting Buildings) certification for buildings. Experience in providing Certified Commissioning Agents with minimum three yearsexperience to develop, review, revise, and/or executecommissioning/re-commissioning/retro-commissioning plans required for new construction,major renovation, and/or existing buildings Experience in providing LEED AP Building Design and Construction (BD+C) certifiedconsultant with minimum three years experience to develop, review, revise, and verifyvarious technical documents required for LEED Certification for new construction, majorrenovation and/or existing buildings.B.Strategic Capabilities Assets ManagementThe Strategic Capabilities Assets Program Branch (SCAP) supports the Agency mission andobjectives by ensuring the continuous availability of a portfolio of NASA owned technicalcapability to include wind tunnels/ground test facilities and flight operations/testinfrastructure which are strategically important to meeting national aerospace programgoals and requirements. Experience in conducting technical capabilities condition assessments andengineering analysis to develop estimates of facility deferred maintenance levels andcapability readiness levels. Capabilities includes: facility, equipment, core technicalcompetencies, and skilled staff.Experience in conducting quality assurance activities to test and validateassessment surveys.Experience in conducting data mining of condition assessment data to supportvarious types of analyses using parametric models in order to forecast budgetrequirements and investment needs for facilities.C. Utilities Operations & Maintenance and Energy Management Experience in providing specialized technical expertise and consultants in energymanagement to assess, consult, develop, review, verify and / or validate building energymanagement documents, and to provide guidance to implementing building energy reductionefforts.D. Design & Construction ManagementExperience in providing Design-Build Professional certified by the Design BuildInstitute of America, to develop, review, revise, verify various technical documentsrequired, and provide guidance for implementing the Design-Build process for newconstruction, major renovation and/or existing buildings.Interested Offerors having the required specialized capabilities and experience to meetthe above requirements should submit a capability statement of 10 pages or lessindicating the ability to perform all aspects of the effort described herein.Responses must include a list of customers covering the past three years (explainrelevant work performed and identify contract number, contract type, dollar value of eachcontract; and customer point of contact including address, email address and phonenumber).The size standard under NAICS Code 541330 is average annual receipts of $4.5M. This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government, nor will the Government pay for any information submitted.Respondents will not be notified of the results of the evaluation Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.No solicitation exists at this time; therefore, do not request a copy of thesolicitation.
