- This announcement is for the purpose of soliciting names of services contractors interested in submitting a proposal to provide the following tasks: a. Management services: "Contractor program management, maintain functions include but are not limited to oversight of the contractors own employees and subcontractors, producing routine and non-routine reports submitted for Government review (including cost reports), and management of Government property. "Government Property Management Safeguarding and Accountability. "Staffing an emergency call center on a 24-hour basis and response to emergency calls; timely completion of all emergency, urgent and routine trouble calls. "Scheduling and customer interface for all work requests. "Response to Requests for Information for work status and other inquiries. "Maintain an independent Quality Control System for all contractor work activities. "Procurement of all required equipment and materials incidental to the performance of services required by the PWS. "Management of installation access requirements and other security clearance requirements, and management of physical and operations security. "Development and execution of all plans, including the Organizational Plan, Maintenance Program Plan, Management Plan, and Security Plan. "Safety and Occupational Health for all contractor and subcontractor personnel and activities. "Environmental protection and remediation of all work activities performed. b. Real property maintenance and repair: "Technical inspection and receipt for all facilities and equipment. "Repair and maintenance of all facilities; replacement for broken or unserviceable items. "Heating and air-conditioning package units, central system units, window, split wall units, standup units and environmental control units. "Disinfected Fresh Water (non-potable water), fire suppression apparatuses, pumps, control mechanisms, piping, plumbing, and appliances. "Sewer, septic, and sanitation systems, apparatuses, control mechanisms, and appliances. This includes removal of grey & black waste water. "Electrical service and supply wiring, lighting, switches, convenience outlets, circuit breakers, distribution panel box installation, grounding, bonding, load balancing, and new circuit installations. "Repairs to roofs, walls, sidewalks, handrails, windows, floors, doors, grating, furniture, and kitchen appliances. "Touch-up painting of interior and exterior walls and various building components. "Perform general housekeeping required to ensure interior and exterior of facilities are maintained in a neat and orderly fashion at all times. c. Minor construction: All work performed under this portion of the contract will adhere to the guidelines set forth in 10 U.S.C. 2805 and DA PAM 420-11. Minor construction work will not exceed 15 percent of the total contract price. The 15 percent limit defines the minor construction work that may be performed as one of the following: "Addition, expansion, extension, alteration, conversion, or replacement of existing facilities. "Relocation of a facility or facilities from one location to another. "Preparation, excavation, filling, landscaping, or other land improvements. "Any other construction necessary to produce a complete and usable facility or a complete and usable improvement to a facility. d. Life support and other services: "Billeting assistance support and management. "Janitorial and custodial services. "Laundry services. "Communications support services "Reception, Staging, Onward Movement and Integration (RSOI) support at USACE Headquarters for all USACE personnel moving into and out of the District. "Vector control. No contract award will be made until appropriated funds are made available. The solicitation will be available in FEDBIZOPPS. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm cost-plus-fixed-fee services contract awarded based on a best value determination. Acquisition Time Line: The RFP will be issued on or about May 21, 2010. Date for a Pre-Proposal Conference will be on or about June 3, 2010. Contracting Office Address: USACE Middle East District, P.O.
