Description
The Library of Congress (LOC) Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to APPLIED MINDS, INC 1209 GRAND CENTRAL AVE. GLENDALE, CA for expert advisory support for assessing the future implications of technological change in executing the Library's mission. This procurement is being issued to only one responsible source and no other supplies or services will satisfy agency requirements. APPLIED MINDS, INC is the only known source capable of meeting the government’s requirements due to their unique capabilities of service. Interested organizations may submit their capabilities and qualifications to provide the requirements in writing to the identified point of contact no later than 3:00 p.m. EST on 21 May 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the government to abjo@loc.gov. In accordance with FAR 6.302-1, the Library of Congress/Office of Strategic Iniatives has determined that the minimum needs of the Library of Congress can only be met by the unique innovative technologies and expert advisory support services of Applied Minds Inc. Competing this need will result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and will result in unacceptable delays in fulfilling the agency's expanding and continuing requirements for integrating innovative technologies in delivering the Library's increasingly technology-enabled mission performance environment. 10 U.S.C. 2304(d)(1)(B) and 41 U.S.C.253(d)(1)(B). This work is critical to accomplishing the goals and milestones per the LOC five year strategic plan. Description of the Services Required Meeting the Agency's Needs: Evolving technologies and the Internet have pervasive implications for the Library of Congress' unchanging mission to acquire, preserve, and provide access to its unparalleled content holdings. By changing the manner in which the nation's cultural and creative assets are created and distributed, global technology trends have long lasting impacts on the Library's mission performance environment. The Library of Congress (LOC) seeks advisory support that will allow us to harness strategic opportunities, address challenges, and anticipate and adapt to evolving technological trends, enabling LOC to accomplish the goals and milestones per the five year strategic plan. The scope of work requires expert advisory support to assist the Library's leadership in assessing the implications of technological innovations and advancements in the next decade for its institutional mission performance environment. Applied Minds will assist the LOC in translating it's future vision and mission strategies into a technology roadmap for next stages of technology and infrastructure development. This includes identifying viable collaboration communities and networks to create specific actionable opportunities around strategic paths.
