- The purpose of this amendment is to add the Closing Date of June 07, 2010 to the Market Survey as updated below: The U.S. Army Office of the Project Manager for Close Combat Systems, Picatinny, NJ 07806-5000 is conducting a Market Survey to identify potential sources to fabricate, inspect, test, and deliver the Cap, Blasting: Non- Electric, 25 and 200 MS delay, 70 Ft Shock Tube. The M15 shall consist of a 70 foot length of shock tube. On one end shall be a factory installed blasting cap with a 25 ms delay packaged into a holder. The holder shall have the capability of holding at least three (3) shock tube lines. The 25 ms delay cap shall have an output capable of initiating at least three (3) other shock tube lines. The other end of the shock tube shall have a factory installed blasting cap with a 200 ms delay. Attached to the blasting cap shall be a cap protector. The M15 shall be coiled in a figure 8 or 80 configuration. The following are additional requirements for the M15: a. Shock tube. Shock tubes are plastic conduits coated with a thin layer of reactive material on the inside walls. b. Blasting cap: i. Physical characteristics. The length of the blasting cap shall be 2.29 inches maximum. The outside diameter shall be 0.242 inches maximum. The beginning of the first crimp on the blasting cap joining it to the shock tube shall be 0.125 + 0.025/- 0.000 inches away from the open end of the blasting cap. The beginning of the second crimp shall be 0.235 +/- 0.025 inches away from the beginning of the first crimp. Effective widths and diameters of the crimps shall be 0.125 +/- 0.015 and 0.185 + 0.005/- 0.002 respectively. ii. Explosive composition. The base charge shall be 13.0 grains + 1.5 grains (842 to 942 mg) of class 3 type I or II RDX in accordance with MIL-DTL-398. The intermediate charge shall be 3.5 grains + 0.7 grains (227-272 mg) of type I lead azide, in accordance with MIL-L-3055. c. Holder. The plastic holder containing the blasting cap shall be capable of holding at least three other shock tubes, each with a nominal diameter of 0.118 inches. Interested parties that believe they can meet the above requirements shall provide the government the following information: a brief summary of the companys capabilities, with emphasis on manufacturing and testing (including a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability. In addition, respondents shall include their current business structures: (a) name of Company-include contact persons name, company address, telephone numbers (voice and fax), e- mail address, (b) Company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc)Interested companies should provide minimum and maximum monthly production capability as well as the Minimum Procurement Quantity (MPQ) required for economic production. A respondent to this survey should be able to show adequate technical and manufacturing capability and good past performance in the explosives processing industry. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
