- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY NO SOLICITAION WILL BE ISSUED AGAINST THIS SYNOPSIS AS THIS WORK IS ISSUED AGAINST AN EXISTING AGENCY CONTRACT. The purpose of this Modification 57 is to: (1) obligate an additional $5,586 in funding in support of Work Assignment 3-103 which has been previously issued. The period of performance for this work assignment was from April 13, 2009 though March 31, 2010. WA 3-103 is now funded up to $341,296. (2) Transfer $5,586 in funding from Work Assignment 3-100 to WA 4-100. The period of performance for this work assignment was from April 13, 2009 though March 31, 2010. WA 3-100 is now funded up to $953,874. (3) obligate an additional $409,391 in funding in support of Work Assignment 4-100. The period of performance for this work assignment will be from April 1, 2010 though March 31, 2011. WA 4-100 is now funded up to $413,501. (4) obligate $18,000 in funding in support of Work Assignment 4-101. The period of performance for this work assignment will be from April 1, 2010 though March 31, 2011. (5) obligate $82,010 in funding in support of Work Assignment 4-103. The period of performance for this work assignment will be from April 2, 2010 though March 31, 2011. (6) obligate $25,000 in funding in support of Work Assignment 4-105. The period of performance for this work assignment will be from April 30, 2010 though March 31, 2011. WA 3-103 is to support the development of tools and training aligned with the unique aspects of the ARRA for Drinking Water State Revolving Fund (DWSRF) State programs and the borrower community of the DWSRF. This support will include: (a) participating in and providing support to a full day working session with the DWSRF program to support the development of a program oversight strategy for the unique needs of the ARRA funds. The contractor shall provide its expertise in program management, financial management, auditing and risks, and data management; (b) developing a means to transfer data from the DWSRF's Project Management System to the Office of Management & Budget's (OMB) Recovery.gov website; and (c) supporting two (2) web seminars on the DWSRF and ARRA. This support for the webinars shall consist of getting a web seminar service, managing registration, and recording questions and answers during the web seminars. WA 4-100 is a continuation of the efforts performed under WA 3-100. The objective of this work assignment is to provide support to EPA's Office of Wastewater Management's State Revolving Fund Branch in implementing and properly managing funds provide to the Clean Water State Revolving Fund (CWSRF) under the ARRA. Management of the CWSRF ARRA funds would include training on ARRA requirements and State oversight, development of brochures/reports on the use of ARRA funds, assisting EPA Headquarters and Regions with programmatic and financial reviews of State programs and support recipients/borrowers compliance with ARRA. WA 4-101 is a continuation of the efforts performed under WA 3-101. The objective of the work assignment is to provide services for the management of the CWSRF Benefits Reporting (CBR) Database for tracking ARRA funds, to include, data definition updates and providing technical assistance to States and EPA Regions. The contractor shall provide technical assistance to facilitate reporting transparency, and develop, update, and expand a portfolio of reports on the environmental and economic impact of CWSRF loans made with ARRA funds. WA 4-102 is a continuation of the efforts performed under WA 3-102. The objective of the work assignment is to provide support to EPA's Office of Wastewater Management (OWM) in developing and implementing a comprehensive strategy for the Green Project Reserve provisions of the ARRA. Key tasks include providing logistical support for EPA in responding to inquiries regarding new ARRA Green Project Reserve implementation, outreach and training, assistance to States soliciting Green Project Reserve applications, oversight and tracking and reporting. WA 4-103 is a continuation of the efforts performed under WA 3-103. The objective of the work assignment is to provide continued support EPA Regions in their semiannual reviews of State DWSRF programs. WA 4-105 will provide continued the maintenance, operation, and hosting of the Projects Benefits Reporting (PBR) system to continue to allow States to use the system to record data on ARRA projects and submit require quarterly data to OMB. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Water (OW) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OW contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OW contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
