- U.S. Army RDECOM Contracting Center, Natick Contracting Division is conducting a Market Survey to find potential Small Business Offerors interested in performing RESET (refurbishing deployed equipment to like-new condition) and limited production of the Laundry Advanced System (LADS) NSN 3510-10-463-0114 and the associated M871A3 trailer NSN 2330-01-458-6865. RESET shall be performed in accordance with Depot Maintenance Work Request (DMWR) 10-3510-221. Associated with the RESET program is the replacement via new production of LADS that are deemed by the Government to be not economically feasible to RESET. New production would be based on build-to-print basis from the Governments drawing package. The successful offeror would be responsible for training soldiers on the operation and maintenance of the LADS when returning the RESET (or replaced) equipment to using units. The LADS consists of the following: an 8 x 8 x 20 ISO frame containing laundering and water recycling equipment, a 400 gallon fuel pod, and a 200 cubic foot (approximate) storage locker mounted onto the M871A3 semi-trailer (GFE) powered by a 30 KW generator (GFE) (also mounted on the trailer). The Product Manager, Force Sustainment Systems Combat Field Service Equipment Team (PM FSS CFSET) developed the LADS in 1998. The system has undergone several upgrades which are reflected in the current technical manuals. Materials and coatings shall be selected to provide effective resistance to wear, rust, decay, and deterioration. Construction shall be such that the equipment is capable of withstanding extremely hard usage encountered in Military Service. Examples of hard usage are as follows: Cross country transportation, storage in harsh environments (salt air, UV, temperature and weather), operation in extreme temperature and humidity, high altitude, and exposure to chemical contamination (in the travel configuration). This acquisition is subject to the Berry Amendment (see Department of Defense FAR Supplement (DFARS) 252.225-7012). The North American Industry Classification System (NAICS) code is 332999 and the Small Business Size Standard is 500 employees. The effort includes RESET, test, manufacture, train and support the LADS in accordance with the Government furnished DMWR, drawing package and associated lists, and the statement of work.
