- The Department of Veterans Affairs (VA), through the Veterans Benefits Administration (VBA), administers the Compensation & Pension(C&P) Program for Veterans benefits, their dependents and their survivors. Entitlement determinations for disability compensation claims and disability pension claims are made by VBA Rating Veterans Service Representatives (RVSRs) working in VA Regional Offices (VAROs) across the country. A medical disability examination is a critical piece of evidence for determining the extent of permanent impairment, and the dollar benefit a Veteran is awarded. Congress enacted Public Law104-275, on October 9, 1996, which authorized VA to conduct a limited pilot program to contract for medical examinations from non-VA medical sources. This authority was used to service ten VAROs (Boston, Roanoke, Atlanta, Winston-Salem, Salt Lake City, Los Angeles, Seattle, San Diego, Houston, and Muskogee). The Department of Veterans Affairs (VA) has a requirement to continue medical disability examinations from non-VA medical sources based on PL 104-275. The purpose of this requirement is to obtain high quality examination reports from responsible, responsive, and experienced contractors. The examination reports must provide essential information to support each disability diagnosed for the following areas: musculoskeletal; organs of sense; infectious, immune, and nutritional deficiencies; respiratory; cardiovascular; digestive; genitourinary; gynecological and breast; hemic and lymphatic; skin; endocrine; neurologic; mental disorders; dental and oral examinations. Offerors must be able to perform detailed medical disability examinations for veterans and separate service members within at least one of the following geographic areas: Eastern Region (Roanoke and Atlanta Regional Offices); Central Region (Houston and Muskogee Regional Offices); Western Region (San Diego and Los Angeles Regional Offices); National Region (Baltimore, Region Winston-Salem, Seattle, and Salt Lake City Regional Offices, which will include military bases participating in the Benefits Delivery at Discharge (BDD) and Disability Evaluation Systems(DES) programs in the Continental United states, Hawaii, Alaska, and Puerto Rico. The Department of Veterans Affairs reserves the right to add additional military bases to the BBD or DES programs as necessary. The successful offeror shall comply with all applicable local state and federal laws including the privacy Act, 5 U.S.C 552a, and all agency privacy and security requirements. The Government intends to make multiple awards based on the above mentioned geographical regions as a result of this solicitation. It is anticipated that the awarded contracts (ID/IQ) will have one 12-month base period with four 12- month options. The NAICS codes for this requirement are 621111 and 621112. This acquisition will be a full and open, unrestricted competition. The solicitation will be issued on or about April 20, 2010 with an anticipated close date of on or about May 20, 2010.
