- The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), MAGTF C2 Weapons and Sensor Development and Integration (MC2I) Directorate intends to issue a sole source modification to contract number M67854-08-D-2004 with L-3, 11000 Commerce Pkwy, Mount Laurel, NJ 08054-2233, to increase the maximum contract value for the continued life cycle support of the Beyond Line Of Sight (BLOS) Gateway from $5.35M to $10.79M. The BLOS Gateway is based on the Joint Range Extension (JRE) Gateway developed by L-3/Titan Corporation. The Life Cycle Support Contract was originally awarded on 15 August 2008 for a base and four (4) option years and the current maximum contract value will be reached prior to the end of the ordering period. The contract encompasses all sustainment efforts for Configuration Management, Post Deployment Software Support (PDSS), follow-on hardware procurement, documentation repository, engineering studies, Engineering Change Proposals (ECPs), component obsolescence oversight, Vendor Level Maintenance (VLM), and Program Management associated wth the BLOS Gateway. As the developer, designer and sole manufacturer of the BLOS Gateway, L-3 is the only firm with the requisite skills and knowledge of the BLOS Gateway system design and equipment integration necessary to satisfy the Government requirements (10 U.S.C. 2304 (c)(1)). This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement which shall be considered by the agency.
