Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (III) The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as full and open competition under standard industrial classification code 6732, NAICS Code 813212, size standard is $7.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 - Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm-fixed contract for Stroke Web Education. Proposals are due Wednesday May 19, 2010 by 1:00 pm CST to Linda Eley, linda.eley@va.gov. Any other official may disqualify the offeror from submission of a quote. Performance Work Statement Acute Stroke -Staff Education 1. Purpose: Stroke is a leading cause of disability--780,000 people experience stroke each year. Health care providers need high level information and training to manage stroke. The Department of Veterans Affairs Employee Education System (VA-EES) requires an Acute Stroke course that provides up-to-date information for physicians, nurses, and other health care professionals who treat Veterans. Practitioners are trained to identify and manage stroke and meet all American Heart Association (AHA) practice guidelines. 2. Performance Requirements and Performance Standards: The vendor shall provide web-based courseware that can be accessed by unlimited VHA employees. Courseware must be 508 compliant web based training program that meets all current American Heart Association (AHA) guidelines. The training program must automated record-keeping and an on-line help system. The training program must provide the trainee information about assessment, diagnosis, treatment, and management of stroke as well as complication of a stroke. The program must contain a test. This training program must be accessible a at the desk top in VHA and must minimally contain the following three training elements "Interactive case-based patient scenarios "Accessible 24/7 "Certificate of completion General Stroke, Hemorrhagic Stroke, and Ischemic must be covered including but not limited to: "Stroke Chain of Survival "Stroke Glossary "Stroke Management "Patient History "Diagnostic Tests "Lab Values "Medications "Checklists/tools/algorithms 3. Evaluation Factors: The contract submission shall contain a complete description of all of the evaluation elements to be used by VHA to assess the following factors "The training program must meet all VA,VHA and EES technical requirements "The training program must be capable of being accessed from the VHA the desktop "The training program must be 508 compliant "Training Program content must meet all FY09-10 American Heart Association (AHA) Stroke guidelines "The training program must have automated record-keeping "The training program must have an on-line help system "The training program must create opportunities for the trainee to assess the patient, diagnose, treat, and manage stroke "The training program must provide the trainee feedback as the patient's condition improves or deteriorates "The program must contain a test "The training program must provide a means of documenting participant performance 4. These standards are found in their entirety at http//www.section508.gov. A printed copy of the standards will be supplied upon request. The contractor shall comply with the technical standards at 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, 1194.24, Video and Multimedia products, and 1194.31, Functional Performance Criteria in performing this order. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
