- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. No other notifications will be sent.Proposed Issue Date: May 28, 2010Proposed Site Visit Date: June 8, 2010Title of Project: Rehabilitate Historic Floyd Bennett Field Terminal - Ryan CenterDescription: This project is located at Gateway National Recreation Area, Floyd Bennett Field in Brooklyn, New York. Floyd Bennett Field was New York City's first municipal airport during the 1930s then subsequently served as an Naval Airport until the 1970s when ownership of the field was transferred to the National Park Service. The work of the project involves the 1930s era historic passenger terminal building known as the "Ryan Center." This 42,000 square foot building will undergo restoration to both exterior and interior architectural elements as well as installation of new MEP building systems, fire suppression, alarms and elevator as part of an overall effort to transform a dilapidated building into a fully functional visitor center. Due to the historical significance of this structure as s passenger terminal building, the interior and exterior restoration involves intricate and detailed architectural features and decorative restoration. This work includes: faux-limestone decorative plaster, stenciling and, painted architectural elements and relief surfaces including murals, floors, walls (marble wainscoting, iron balustrades / handrails, wood doors and trim) and ceiling treatments. Brick re-pointing and lintel repair are also included. The contractor will be required to perform hazardous materials removal, abatement and general demolition within the historic building This project will require coordinating and working on a public recreational site, however the actual building will be closed to the public for the duration of the contract. The contractor will be required to work within a historic building, protecting historic fabric to remain while restoring architectural features and renovating building utility systems within constrained spaces. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price.Estimated price range, $3,000,000 to $5,000,000.Time for completion 365 calendar days. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available.
