Description
This is an amendment to the RFI For CREW Contractor Logistics Support and Engineering Services document (dated: 25 January 2010) only, not a Request for Proposals (RFP). As identified in the Government's initial RFI, specific information is needed for the Government to assess the capabilities of industry to meet the above requirement. The initial response from industry did not provide this information. The required information is reiterated below. If you have interest and capabilities to meet this specific requirement please provide this information to the points of contacts listed below no later than 28 May 2010. The US Army, Project Manager, Electronic Warfare, Fort Monmouth, NJ, is seeking sources to provide CREW system replenishment spare parts, depot level repairable parts (DLRP), Contractor Logistics Support, Engineering Services and Technology Insertion efforts for the existing density of CREW Duke V3 (Primary Unit and Secondary Unit) systems in varying theaters of operations to support various anticipated requirements. While the Governments initial RFI addressed multiple Product Manager, CREW needs, at this time the Government would like to specifically focus on the CREW Duke V3 System. The Government does not possess a technical data package that can be released to industry for the Duke V3 System. Approximately, 75% of the required effort is for spare parts and DLRP for the Duke V3 System. Interested parties are asked to respond specifically with the required information to address their ability to support the below requirement: 1.0CREW Duke V3 System, AN/VLQ-12 (V)3 Contractor Logistics Support and Engineering Services. The CREW Duke V3 system includes a Primary Unit receiver-transmitter, a Secondary Unit receiver-transmitter and other components. The scope of the activity includes, but is not limited to, sustainment support including system and sub-assembly repair, spare parts, DLRP, engineering support, Field Service Representative (FSR) support and technology insertion efforts to address parts obsolescence issues and to improve the functionality of the Duke V3 System. FSR support will be needed within the Continental United States and Outside the Continental United States. 1.1Period of Performance: Four (4) Fiscal Years (FY11-14) 1.2Delivery Dates for Replenishment Spare parts and DLRP will need to commence within 2-16 weeks after contract award depending on availability of the item. Service requirements will vary based on the nature of the service and specific delivery requirements will be specified in the respective Task Orders. Requested Information: Vendor responses are limited to 10 written pages per option and should include: 1)Description of the companys past performance, if any, with respect to the CREW Duke V3 System 2)Description of the companys logistic support capabilities as they specifically relate to this particular system 3)Approach for providing spare parts and DLRP for the CREW Duke V3 System 4)Depot and FSR capabilities for the CREW Duke V3 System 5)Description of the companys CREW Duke V3 System related engineering capabilities, to include sustainment engineering and obsolescence management 6)Description of the companys capability to provide the required sustainment support for the CREW Duke V3 System, without access to a technical package for this system 7)Name, telephone number, fax number, street address and e-mail address for Program, and Technical points of contact information Responses: Interested sources that believe they are capable of providing the above mentioned services and that have a Secret facility clearance, or ability to rapidly obtain the necessary facility clearance, are invited to indicate their interest by providing the above information as well as the information detailed below: a)Company name, company address, overnight delivery address (if different from mailing address), Cage Code, point of contact, e-mail address, telephone number, fax number; b)Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc&) c)Affirmation of cleared personnel d) Identify if an existing Secret facility clearance exists or the timeframe when this capability can be provided All responses shall be unclassified. In order to receive classified or For Official Use Only information, the interested source must provide the following information to the Interactive Business Opportunities Page: Company Name: Company Cage Code: Corporate Mailing Address: Classified Mailing Address: Security Office Information: Name/Title: Email: Phone: All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. This RFI is for planning purposes only and shall not be considered as an Invitation for Bids, Request for Quotations, or a RFP. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Specifications. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The closing date for this RFI is 3:00 PM EST on Friday, 28 May 2010. The Government is NOT planning an Industry Day with respect to this requirement. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information.
