- Standard Form 18 - RFQ RA1341-10-RQ-0624BS (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA1341-10-RQ-0624. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. (IV) This solicitation is unrestricted and open to all sources. The associated NAICS code is 334513. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items (ONLY NEW EQUIPMENT SHALL BE ACCEPTED): Line Item 0001: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM MICROHR2, Microstat HiRes microscope cryostat, in accordance with the following salient characteristics, Quantity 1 Each. Line Item 0002: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM QOVC15HR2, Cryostat top plate with 1.5 mm thick, 25 mm diameter optical access, Spectrosil-B fused quartz window (3.2 mm working distance), in accordance with the following salient characteristics, Quantity 1 Each. Line Item 0003: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM QOVCB15HR2, Cryostat base plate with 1.5 mm thick, 25 mm diameter optical access, Spectrosil-B fused quartz window, in accordance with the following salient characteristics, Quantity 1 Each. Line Item 0004: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM TSH4HR2, transmission sample holder for up to 4 mm thick samples, 5 mm aperture, in accordance with the following salient characteristics, Quantity 1 Each. Line Item 0005: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM LX10, ten pin electrical connector wired to terminals above sample holder, in accordance with the following salient characteristics, Quantity 1 Each. Line Item 0006: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM CX1, subminiature coax cable wired down to sample holder, in accordance with the following salient characteristics, Quantity 1 Each. Line Item 0007: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM ITC503, digital temperature controller, in accordance with the following salient characteristics, Quantity 1 Each. Line Item 0008: BRAND NAME OR EQUAL TO OXFORD INSTRUMENTS ITEM CC1, 3 m long cryostat cable, in accordance with the following salient characteristics, Quantity 1 Each. (VI) Description of requirements is as follows: SALIENT CHARACTERISTICS: Helium, high resolution continuous flow microscope cryostat with optical access on two opposing sides and the following attributes: 1. Compatibility: Compatible with our Oxford Instruments Model LLT600/13 low-loss cryogen transfer tube, our Oxford Instruments Model GF4 gas flow pump, and our Oxford Instruments Model gas flow controller. Or, if continuous flow cryostat is not compatible with these, the following will be provided: equivalent cryogen transfer tube, equivalent gas-flow pump, equivalent gas flow controller, and PID temperature controller equivalent in capability to Oxford ITC503 digital temperature controller with built-in calibration curves. 2. Temperature range: 3.2 - 500 K. 3. Temperature Stability: +/- 0.1 K over 10 minutes. 4. Temperature controller: Auto PID setting, IEEE 488 interface, ability to control auto needle valves, and with standard calibration curves built in. 5. Helium consumption: <= 0.75 l/hr at 4.2 K. 6. Optical access: 25 mm diameter windows of Spectrosil-B quartz on two sides (top and bottom) with optical working distance < 4mm at top window. 7. Cryostat dimensions: < 50 mm thick, <= 90 mm diameter, < 500 mm long. 8. Cryostat weight: < 2 kg. 9. Sample Holder: Transmission capable with at least 5mm aperture and ability to accommodate 4 mm thick samples. 10. Electrical access: ten pin electrical connector with each pin wired down to sample; coax connection down to sample. (VII) Required delivery 40 days ARO. Place of Delivery is 325 Broadway, Bldg. 22, Boulder, CO 80305-3328, USA. Delivery shall be FOB Destination; quote shall include all shipping charges, if applicable. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. Offerors are instructed to complete and return the attached Standard Form 18, in addition to written price quotes. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: 1) Technical Capability: Must meet all salient characteristics as stated in (VI) above. 2) Price: Quote must state price in U.S. Dollars. 3) Delivery: Quote must include delivery schedule 4) Warranty: Quote must state warranty, if applicable. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government on an all or none basis. This will be a firm fixed-price purchase order, with payment terms of Net 30. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009) with its quote. The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
