- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): City of Calhoun, DBA Calhoun Utilities, W91278-10-R-0082, Water line and Fiber Optic Installation Using Recovery Act Funding, The Government intends to solicit and negotiate with only one source, City of Calhoun, 700 W Line Street, Calhoun, GA 30703-0248 under authority of FAR 6.302. The City of Calhoun is the only authorized utility in the area. The contractor shall furnish all labor, materials and supervision to install new potable Water System from Carters Project Office to the power plant. The contractor shall also furnish all labor, materials and supervision to collocate a 72 strand fiber optic communications link simultaneously with the water line. Installation of a fiber optic line along the water line route will minimize damage and cost. Description of Work: This effort requires the contractor to remove and dispose of existing water line along the route. It is anticipated that a Fixed Price contract will be awarded. The North American Industry Classification System (NAICS) for this procurement is 221310. The annual average gross revenue of which is a concern is $7.0 million. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The American Recovery and Reinvestment Act (ARRA) contain specific acquisition requirements that must be met when using Recovery Act funds, including compliance with the Federal Acquisition Regulation.
