THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT an Invitation for Bid or Request for Proposal. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Wilmington District, US Army Corps of Engineers is seeking qualified members of the Historically Underutilized Business Zone (HUBZone) Small Businesses Community that qualify under the North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction, Dredging and Surface Cleanup Activities with a size standard is $20 million capable of performing the below dredging construction project requirement located in Wilmington Harbor Anchorage Basin, Cape Fear River, Wilmington, NC. To be considered small business for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small business dredging concern. Maintenance Dredging Wilmington Harbor Anchorage Basin 42' Project. Work consists of the removal of unclassified material with disposal to Eagle Island using a pipeline dredge with capability to dredge to a depth of 42 feet. This announcement is part of our market research, and responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested HUBZone small business contractors that qualify under NAICS Code 237990 are hereby invited to submit a response to the market survey to demonstrate their technical, managerial, and business capability to provide the requested services. It is anticipated that the Government will issue a firm-fixed price contract with optional bid items. The Magnitude of Construction is between $1 million and $5 million. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. Please provide a Statement of Capability (SOC) package (no more than 5 pages in length, single spaced, 10 point font minimum) stating the skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of the companys capabilities. The documentation shall address, at a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical services described herein. (2) Company Profile to include the following: a. Number of employees b. Office location(s) c. Available bonding capacity per contract d. DUNS number e. CAGE Code f. All small business designation/status categories claimed. (3) The potential bidders should provide brief references of relevant work they have performed and the magnitude of construction. (4) Bonding Information (on the bonding companys letterhead) that the company has the capability to provide bonding up to $5 million. Receipt of potential offerors SOC shall be no later May 20, 2009 by 11:00 am, EDT.
