- Sources Sought Notice. This is a Sources Sought Synopsis for Air Traffic Control Services for Division West, First Army, Fort Hood, Texas. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Respondents should not submit any proprietary information when responding to this RFI and no information submitted by respondents will be returned. The Government is not responsible for any costs incurred by respondents for the preparation, handling, or transmission of information provided in response to this RFI. Respondents should submit company biographical capabilities statements/brochures that clearly describe their firms ability to perform the work stated in this RFI. The summary of work required under the Performance Work Statement (PWS) follows: The contractor shall provide all personnel and supervision necessary to perform Air Traffic Control service functions for Division West, First Army, Fort Hood, Texas. The contractor shall provide air traffic control services to aircraft arriving, departing, and operating within Shorthorn and Longhorn Auxiliary Landing Strips and area helipads. Provide Visual Flight Rule (VFR) tower services to two auxiliary landing strips (Longhorn and Shorthorn), located in close proximity in the above defined airspace. The principle duty location is North Fort Hood, Texas. North Fort Hood is approximately 30 miles North-Northeast from the main Fort Hood cantonment. An LOA(s) with the responsible unit will be established to provide for traffic pattern, directions and separation IAW FAA Order 7110.65. All contractor employees must demonstrate possession of appropriate training and licensure required by FAA prior to commencing work under any resulting contract. Traffic will predominately be rotary wing aircraft landing, departing and transitioning the airspace defined. Additional letters of agreement will be established with air traffic facilities to provide for coordination concerning flight information. The period of performance will be for a base year plus two one-year options from date of contract award. Interested parties should include in their response their availability to begin performance of a contract of this nature within two weeks from notification of contract award. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is issued for market research purposes, and the information gained from this search will be used to identify qualified businesses that possess the resources and capabilities to perform the requirements in the PWS. Respondents are requested to provide their business type and size as relates to NAICS 488111 (small business size standard of $7 Million). Indicate whether your company is a large business, a small business, an 8(a) certified firm, Woman Owned small business, HUBZone certified, or Service Disabled Veteran Owned small business. If your company is a GSA Federal Supply Schedule contract holder, include your GSA contract number, Special Item Number (SIN), and the date of expiration of that contract. It is requested that interested sources submit a brief capabilities package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested air traffic control services to Ms. Becky Coon at rebecca.coon@us.army.mil A generic capabilities statement is not acceptable and will not give the Government the level of detail it seeks in making a determination of industry practices and standards. The documentation must include a short synopsis of the companys primary core competencies and ability to complete the project; and details of similar contract(s) completed (include description of project; company/agency name, dates of performance; contract amount; and Government contract number). Information should be emailed to Ms. Coon at the address above. Submissions must be received no later than 4:00 p.m. CDT on 25 May 2010. All responses must include the following information: Company Name; Company Address; contact information (name, phone number, and e-mail address). Any resultant contract will be a Firm Fixed Price Contract. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be Central Contractor Registered (CCR). The CCR website is http://www.ccr.gov/. The successful offeror must also have an active Online Representation and Certification application (ORCA). The ORCA website is http://orca.bpn.gov/. Submission of any information in response to this Sources Sought Notice is completely voluntary, and shall not constitute a fee to the government.
