Description
Amendment 2 Brookhaven Science Associates, LLC (BSA) is seeking bids from General Contractors for the construction of the Interdisciplinary Science Building (ISB) at Brookhaven National Laboratory (BNL) located in Upton, NY. All bid documents are attached to this posting except for Specifications and Drawings and Addendums, which can be downloaded from http://www.bnl.gov/pe/projects/. The ISB will be a new energy efficient and environmentally sustainable laboratory building that will provide modern, 21st-century, high-accuracy laboratories for energy-related research and development. The building will provide approximately 85,000 esq. of high accuracy laboratories, offices and support functions. Efficient, high accuracy heating, ventilation, and air conditioning (HVAC) systems will be installed to support cutting edge research and the operation of sensitive instrumentation. In addition to the research laboratories, the facility will include lab office spaces for researchers, small group conference rooms, a seminar room, equipment areas, restrooms, circulation space and supporting infrastructure. The construction type for the building will be reinforced slab on grade with a partial 30 foot deep basement, a reinforced concrete structural system consisting of columns, beams and elevated slabs for upper floors, and an insulated metal panel exterior. Structural steel will be used to support a standing seam metal roof over the equipment penthouse. The contract will specify general conditions for oversight and coordination of all construction performed under the contract. This includes maintaining a safe and orderly job site, complying with 10 CFR 851, providing bonds and insurance, and managing the work activity to meet all contractual requirements. Construction will commence one month after contract award, in the summer of 2010. The period of performance is twenty-four (24) months after contract award. BSA intends to award one (1) fixed-price contract for a General Contractor to perform this work. The estimated value of construction ranges between $35,000,000 and $45,000,000. Award will be made to the firm whose bid is lowest and who meets all of the qualification criteria. Qualification criteria will encompass the following information: 1. Contractor has completed one or more projects, of similar scope, size and complexity as the Interdisciplinary Science Building – Phase I project in the last seven (7) years. Projects(s) should be at least $30M and involve building construction such as laboratory, research, industrial or office building construction. 2. Proposed Project Supervisor has supervised one or more projects of similar scope, size and complexity as the Interdisciplinary Science Building – Phase I project in the last seven years. Projects(s) should be at least $30M and involve building construction such as laboratory, research, industrial or office building construction. 3. Contractor’s average OSHA rates for 2005 through 2008 are less than 2.8 for lost time frequency (DART) and less than 5.4 for recordable incident rate. 4. Contractor’s insurance Experience Modification Ratings for 2005 through 2008are equal to or less than 1.0 for each year. 5. Contractor has a written Corporate Construction Safety and Training program. Interested contractors are encouraged to register with the FedBizOpps.gov “Watch List” to receive automatic notification of any Amendments to this solicitation that are posted. If a large business is awarded this contract, it must comply with FAR 52.219-9, Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with the bid submission.
